About The Position

The Senior Vice President, Chief Technology Officer (CTO) is a newly expanded executive role reporting to the EVP, Chief Operating Officer, responsible for the technology foundation and evolution at Carle Health. This leader serves as a strategic and operational leader, ensuring that the health system's technology investments—from electronic health records to enterprise resource planning—are fully optimized to support clinical and business operations. The CTO is responsible for creating a secure, innovative, and patient-centered digital environment that facilitates high quality care, organizational growth and operational excellence. At Carle Health, nearly 17,000 team members and providers work together to support patient care across central and southeastern Illinois. The organization includes eight, award-winning hospitals and a multispecialty provider group with more than 1,500 doctors and advanced practice providers. Carle Health is also developing the next generation of providers and healthcare professionals through Carle Illinois College of Medicine, the world’s first engineering-based medical school, and Methodist College. Requirements

  • Advanced Degree - MBA, M.S. in Information Technology, or Related Field
  • Preparation supporting executive leadership in information technology, electronic medical record systems, digital health, transformation, or innovation.
  • Information technology leadership, in a complex, integrated, large multi-hospital health system
  • Proven experience partnering with executive leadership, clinical leaders, and governing bodies to prioritize technology investments, manage risk, and deliver measurable operational and clinical outcomes.
  • A visionary leader with the ability to translate technical complexity into clear business value.
  • Demonstrated experience leading consumer-focused digital transformation.
  • Strong executive presence
  • Ability to influence, align, and drive consensus across clinical, operational, and administrative stakeholders in a matrixed organization.
  • Deep understanding of healthcare IT governance, technology management, digital health, and regulatory requirements, balanced with a pragmatic approach to innovation and change

Responsibilities

  • Provides executive leadership to the VP of Epic & Clinical Systems, managing the optimization of Epic and ancillary clinical applications to improve provider and patient experience.
  • Ensures the reliability, optimization, and clinical alignment of the EHR and ancillary systems to enhance provider efficiency, patient safety, and care quality.
  • Partners with clinical and operational leaders to prioritize enhancements, manage change, and maximize value from clinical technology investments.
  • Defines and executes an enterprise technology roadmap aligned with organizational strategy, balancing innovation, risk, and operational excellence.
  • Oversees disciplined portfolio, program, and project management to ensure timely delivery of high impact initiatives with measurable outcomes.
  • Leads the health system’s Director of PMO and Project Delivery to ensure that enterprise-wide technology initiatives are executed with precision and aligned with Carle Health’s strategic roadmap.
  • Provides executive leadership to the Executive Director of Enterprise Systems, overseeing the management and long-term sustainability of business-critical platforms, specifically Workday.
  • Provides strategic oversight of enterprise business platforms to ensure scalability, data integrity, and long term sustainability.
  • Drives platform optimization and vendor accountability to improve user experience, integration, and total cost of ownership.
  • Maintains a critical dyad partnership with the ACMO, Chief Informatics Officer, and provides matrixed leadership to the Medical Director of AI and Innovation to identify and adopt emerging technologies that enhance care delivery.
  • Advances the effective use of informatics, analytics, and AI to support clinical decision making, operational performance, and patient engagement.
  • Champions responsible adoption of emerging technologies through strong governance, clinical partnership, and measurable value realization.
  • Ensures resilient, secure, and highly available infrastructure supporting 24/7 clinical and business operations across all sites of care, including oversight of the service desk, telecommunications, and regional information technology needs.
  • Leads modernization of networks, data centers, and end user services to improve reliability, performance, and service experience
  • Oversees lifecycle management and integration of biomedical devices and clinical technologies to support safe, efficient care delivery.
  • Aligns biomedical engineering strategy with clinical, IT, and facilities partners to ensure regulatory compliance and operational reliability.
  • Provides matrixed oversight for the VP of Cybersecurity to ensure the protection of patient data and the resilience of the health system’s digital infrastructure.
  • Establishes a comprehensive cybersecurity and resilience posture to protect patient data and critical systems.
  • Integrates security, privacy, and disaster recovery into enterprise technology planning and operational decision making.
  • Collaborates closely with executive, physician, nursing, and operational leaders to align priorities, expectations, and execution across the organization.
  • Influences outcomes through partnership and shared accountability rather than direct line authority.
  • Sponsors multidisciplinary improvement initiatives that are aligned to system strategy and scalable across regions and service lines.
