About The Position

The Senior Vice President, Capital Strategy & Planning (Strategic Partnerships), is responsible for leading high-impact, cross-cutting initiatives that are critical to the region's future and require strategic alignment, innovative planning, and executive-level coordination. This role will oversee a portfolio of transformative projects-including broadband infrastructure and policy, Penn Station, Jamaica, Willets Point, and large-scale infrastructure development-that involve complex public-private collaboration and multi-agency engagement. The SVP will work with multiple internal and external stakeholders, applying technical expertise and a deep understanding of regional priorities to guide the development and implementation of capital projects. The position also requires strong communication skills, with direct engagement in complex projects and public processes that require coordination and consensus-building across many layers of diverse stakeholders.

Requirements

  • Bachelor's in business, Engineering, Transportation, Public Policy, Planning, or a related field.
  • Must have a minimum of fifteen (16) years of related experience
  • Must have a minimum of ten (10) years in a leadership and/or managerial role in a large, multi-faceted, fast-paced organization or governmental body preferred.
  • Knowledge of capital planning and asset management activities.
  • Knowledge of frameworks for analyzing asset conditions and system performance data.
  • Excellent communication and interpersonal skills, including demonstrated ability to persuade others and achieve beneficial outcomes.
  • Excellent organizational and presentation skills.
  • Demonstrated ability to work with all internal levels within a given organization, including the MTA Board.
  • Demonstrated ability to communicate and interact well with external agencies. External agencies may include the Governor's Office for New York State, the New York City government, elected and other public officials, and any staff located at other federal or state agencies or authorities.
  • Demonstrated ability to work in a high-profile, high-pressure environment effectively.
  • Demonstrated ability to communicate effectively with key internal and/or external stakeholders.
  • Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility.

Responsibilities

  • Lead a portfolio of major initiatives that fall outside traditional Planning and C&D structures, ensuring alignment with MTA's long-term capital strategy and regional development goals.
  • Serve as a senior advisor on projects involving infrastructure, land use, technology, and commercial strategy.
  • Guide cross-agency coordination to align priorities across existing infrastructure, development opportunities, and expansion projects.
  • Lead business case development and market analysis to ensure initiatives are financially sound and aligned with best practices.
  • Oversee broadband and telecom concessions, including policy development, license negotiations, and coordination of implementation. Assess and negotiate commercial arrangements, leveraging existing and proposed infrastructure projects to maximize value to the MTA.
  • Represent the MTA in negotiations with public agencies, private developers, utilities, and technology partners.
  • For special projects and initiatives, identify and pursue opportunities to shape transformative projects, increase ridership, and strengthen connections with neighborhoods through joint development and other creative partnerships.
  • Coordinate with local and state agencies to align land use planning with transit improvements.
  • Lead planning and execution of strategic partnerships that support agency priorities and long-term value creation.
  • Support implementation of C&D priorities, working across internal agencies and external partners.
  • Foster strong internal coordination across C&D Development and Delivery Business Units and with operating Agency departments.
  • Cultivate productive relationships with external stakeholders such as Amtrak, CSX, NYSDOT, the NYS Executive Chamber, City Hall, city agencies, and municipalities.
  • Engage multiple stakeholders, involving department asset owners, agency leadership, and MTA senior management, including the MTA Board.
  • Communicate strategies clearly and succinctly to both technical and non-technical audiences.
  • Promote understanding, transparency, and public input into capital projects.
