About The Position

Under the supervision of the Deputy Director of Planning Review and in collaboration with Planning Review Team members, the Senior Transportation Planner II will lead the transportation aspects of development review that relies on transportation systems analysis, design best practices and the coordination of multi-modal transportation initiatives. Coordinate with Federal, State and City agencies involved in related transportation projects. This position collaborates with other Planning Department teams and other City departments to support the design, preservation, enhancement, and growth of neighborhoods through the application of zoning regulations and comprehensive plans, implementation of City of Boston transportation plans, the incorporation of sustainable infrastructure measures, and the development and monitoring of transportation mitigation and Transportation Demand Management measures. The Senior Transportation Planner II may also conduct and manage one or more major planning initiatives to support the City's long-term goals. In this capacity the Senior Transportation Planner II will develop or direct a team to prepare and draft transportation planning elements and analysis, along with supporting materials and documents.

Requirements

  • Master's Degree in Urban Planning or a related field plus 8 years of related work experience in urban transportation planning; or a Bachelor's degree in transportation engineering or planning, or related field plus 10 years of related work experience in urban transportation planning.
  • Extensive knowledge of multimodal transportation planning and familiarity with zoning and land use policies and regulations.
  • Familiarity with Federal, State and City agencies involved in transportation and infrastructure.
  • Expertise in the application of database programs to assemble and manage information required for land use and transportation models.
  • Knowledge of standard approaches to traffic and transit capacity analysis.
  • Experience with transit service planning, public realm design, and Transportation Demand Management efforts.
  • Demonstrated familiarity and commitment to progressive multi-modal transportation strategies, policies and programs.
  • Knowledge of latest design and engineering guidelines at local, state and federal levels.
  • Design skills relative to transportation infrastructure, the public realm and site design.
  • Knowledge and familiarity with progressive parking policies and practices.
  • Excellent oral and written communications skills.

Nice To Haves

  • Proficiency in graphic design and presentation software to develop conceptual designs and assemble graphically compelling presentations and reports.

Responsibilities

  • Provide transportation expertise to the Planning and Zoning Division's development review (Article 80) process.
  • Coordinate closely with the Planning Department's other Divisions including Design Review, Development Review, and Real Estate.
  • Influence and modify future development to mitigate transportation related impacts on all modes.
  • Incorporate best practices into site designs and their adjacent improvements/impacts to transportation networks and the public realm.
  • Coordinate development review with senior Planning Department staff, the Streets Cabinet, and the Public Improvement Commission.
  • Coordinate transportation development review with other State and Regional Agencies including the MBTA, MassDOT, Massport and DCR.
  • Apply current best practices to designing streets safely and equitably for all modes of travel and implementing progressive parking policies.
  • Work with Planning Department staff on zoning and development review reforms as they relate to transportation and land use planning.
  • Participate in the creation, management and implementation, and monitoring of Transportation Access Plan Agreements (TAPAs).
  • Work with the Planning Department staff and other City departments' staff to implement the vision and goals of Go Boston 2030 and Boston Complete Streets Guidelines.
  • Provide multimodal transportation planning and systems analysis support for planning efforts led by the Planning and Zoning Division.
  • Represent the Planning Department on the topic of transportation functions of other City and State agencies.
  • Manage consultant teams hired by the Planning and Zoning Division or other City Departments for specific projects.
  • Assist in training, guiding and supervising junior staff and interns.
  • Research, write and compile reports, briefings, correspondence, memorandums, etc.
  • Develop and prepare materials for meetings and presentations.
  • Manage special projects as assigned by senior Planning and Zoning Division staff.
  • Perform other related duties as required.
