About The Position

Under the direction of the Asset Management Office Chief, the Senior Transportation Engineer (Specialist), acts as the District's Asset Manager (AM). The incumbent coordinates and facilitates development of the District's 10-year State Highway Operation and Protection Program (SHOPP) plan, working with Program Advisors to assess asset conditions identified in the Transportation Asset Management Plan (TAMP) and determine projects required to meet performance goals. The incumbent is the District's primary contact with Headquarters (HQ) Asset Management staff, representing District 12 interests, and communicates with HQ, District Executive Management, and Program Advisors on matters related to the State Highway System Management Plan (SHSMP), Asset Management Tool (AMT), and statewide and district priorities. The incumbent ensures the accuracy of AMT data, reflecting all project needs, the District's 10-year plan, and quarterly updates. The incumbent tracks performance outcome changes, analyzes impacts of project modifications, and recommends alternative measures to maintain compliance with established plans. The incumbent collaborates with district and local partners to communicate proposed projects, including those for upcoming SHOPP cycles, ensuring coordination with other planned efforts. The incumbent also manages District 12's implementation and change management of new federal and state asset management requirements, including SB 486 and SB 1.

Requirements

  • Eligibility for hire may be determined by your score on the SENIOR TRANSPORTATION ENGINEER, CALTRANS exam.

  • Possession of a valid certificate of registration as a civil engineer issued by the California State Board of Registration for Professional Engineers is required.
  • Possession of a valid driver's license is required when operating a State owned or leased vehicle.

Nice To Haves

  • General knowledge of all aspects of transportation planning, engineering, programming and maintenance is required. Specific knowledge of strategic and system planning project initiation and program management concepts, processes and methods are essential. Knowledge of program elements within the SHOPP and asset management concepts are also essential. Able to analyze situations accurately and adopt an effective course of action.
  • Able to communicate and negotiate effectively. Able to communicate the goals and desires of the District and provide District influence regarding statewide program decisions. Able to get along with others and communicate effectively in writing and orally.
  • Have experience in the transportation engineering field. Analyze District and Program goals, objectives and performance measures in setting project priorities and preparing programs containing multiple project types. Able to plan, organize and facilitate activities; guide program advisors and other various units in obtaining program goals. Analyze complex problems and recommend effective courses of action. Evaluate technical data and make objective recommendations.
  • Must be able to organize large sets of data to provide a comprehensive summary of analysis.
