PSE's Transmission Contracts team is looking for qualified candidates to fill an open Senior Transmission Contract Administrator position! Join the team and play a role in ensuring reliable access to electricity across PSE’s transmission system. This is an excellent opportunity to play an integral role at PSE to meet our new clean energy goals and to drive a transformation of the region’s generation and transmission portfolio. Specific details regarding the work arrangements for this position will be discussed in further detail during the interview process. Responsible for the administration and management of PSE’s transmission contracts under the Federal Energy Regulatory Commission (FERC) jurisdiction. Analyzes and negotiates new transmission and generator interconnection agreements. Provides guidance in management of existing agreements, consistent with the strategic direction of the Company. Supports management of agreements with transmission customers in addition to PSE’s counterparties with the overall goal to reduce risk and maximize the efficient use of PSE’s transmission assets. Stays up-to-date on relevant regulations and provides employee training on FERC regulatory requirements. Facilitates cross-functional collaboration with internal teams, external partners, regulatory agencies, and other organizations to ensure effective contract implementation and optimal alignment with organizational objectives. Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety. Demonstrates commitment to conduct business honestly, ethically and consistent with our core values and Code of Conduct. Ensures duties are performed in accordance with all regulatory compliance obligations.

Requirements

  • Bachelor’s in engineering, mathematics, finance, economics, business or a related field; or the equivalent combination of education and relevant experience.
  • Five (5) years of relevant work experience, preferably in the energy industry as an analyst, economist, or engineer overseeing the execution of transmission rights, or related experience.
  • Ability to work in a team environment with a strong ability to think independently and facilitate cooperation.
  • Strong written and verbal communication skills.
  • Willingness to travel.

Nice To Haves

  • Understanding of Company, BPA, and WECC transmission systems and concepts of open access transmission service.
  • Previous work experience in hybrid roles that combine technical, economic, and policy aspects of transmission systems.
  • Demonstrated capability to carry out complicated analysis combining multiple sources of data, inputs, and sensitivities.
  • Understanding of transmission planning concepts and wholesale energy markets.

Responsibilities

  • Drafts, negotiates, and manages contracts for transmission service, transmission-to-transmission interconnection, generation interconnection, and other agreements as necessary under PSE’s Open Access Transmission Tariff (OATT).
  • Manages rights and obligations in existing network, point-to-point, legacy transmission, and generator interconnection agreement obligations with transmission customers, including but not limited to PSE merchant function, the Bonneville Power Administration, and generator developers.
  • Facilitates contract dispute resolutions.
  • Prepares reports and metrics for various internal and external stakeholders. Distributes reports to stakeholders as required.
  • Develops relationships and communicates requirements with transmission customers, traders, schedulers and other utilities in order to enhance PSE's ability to reliably and serve our customer base.
  • Partners with transmission customers on issues relating to business practices, transmission service obligations/provisions, transmission outages, Open Access Same-time Information System (OASIS), and technical systems implementations.
  • Works within company policies, systems, evaluation and approval practices, procedures, standard transmission tariff rules and applicable federal, state and local laws and regulations.
  • Supports FERC formula rate filings, FERC audit, and WUTC General Rate Case filings fulfilling data request assignments responses via data collection, analysis, written responses and peer review.
  • Compiles, analyzes, and summarizes transmission contract data needed to inform PSE’s planning studies and strategic recommendations.
  • Coaches and trains entry level transmission contract administration personnel.
  • Performs other duties as assigned.
