The Senior Timekeeper will be responsible for all timekeeping processes under supervision and in accordance with the City of New York’s Time and Leave rules and regulations.

Requirements

  • 1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or 2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or 3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above; 4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.

Responsibilities

  • Process time and leave transactions via Citytime Citys electronic timekeeping system in accordance with the Citys and Agencys time and leave policy to ensure compliance by employees.
  • Understand Pay rules and how they are transformed into a timekeeping transaction so a comprehensive explanation can be provided to employees questioning their compensation.
  • Monitor employees Timesheet status and ensuring all timesheets are approved final by due date.
  • Serve as liaison to Payroll Unit regarding employees Timesheet Status and anticipatory week processing to ensure employees are entitle for pay.
  • Monitor employee leave balances to ensure the correct usage of leave as well as monitoring and processing excess of Annual Leave.
  • Approve employees overtime (Cash and Compensatory Time) requests utilizing the Overtime Tracking System (OTS).
  • Maintain the agency's supervisory/approval hierarchy in CityTime ensuring it is in synchronization with the agency's organizational structure.
  • Maintain employees schedules in CityTime ensuring an accurate convention of agency’s schedules is maintained.
  • Perform daily and weekly reviews of timekeeping and payroll reports to ensure that employees receive the correct compensation which include the creation of a bi-weekly anticipatory report.
  • Create and maintain reports for employees whose leave statuses changes as well as to notify the appropriate units on leave statuses expirations.
  • Process employees with title status changes.
  • Process Overtime reports and Overtime Waivers.
  • Monitor Leave expiration (i.e. blood donation, managerial authorized leave, negative holiday leave bank).
  • Process agency’s Absence Control program.
  • Process employee’s separation from the agency retirement, resignation, and inter-agency transfers.
  • Communicate with Human Resources and respective Divisions regarding employee attendance and timesheet challenges.
  • Prepare the necessary documents to request supplementary checks.
  • Serve as backup for the Unit Supervisor as well as for Timekeepers.
  • Perform special projects and initiatives requested by the unit supervisor.
