About The Position

A responsive and strong supply chain is a cornerstone of the America First Global Health Strategy, playing a vital role in advancing global health security priorities. By ensuring the availability, quality, and rapid deployment of essential health commodities—such as diagnostics, vaccines, and treatments—these activities directly support the prevention of avoidable epidemics, early detection of emerging threats, and swift response to outbreaks. Integrated and resilient supply chains, bolstered by private sector logistics, pooled procurement, and data-driven inventory systems, enhance the capacity of both the U.S. and partner countries to manage endemic and emerging infectious diseases, including antimicrobial resistance. These efforts not only protect American lives and economic interests but also strengthen global preparedness and response systems against future public health emergencies. The Senior Supply Chain Advisor will support the Department of Health’s Supply Chain Governance and Oversight Council to strengthen the current supply chain management system (SCMS) by introducing reforms that are aligned with the America First Global Health Strategy and responsive to the Philippine government health priorities. The Advisor will provide technical support to the Department of Health with a special emphasis on strengthening the functionality of the Supply Chain Governance Council and its committees to address predominant supply chain issues affecting health service delivery and to enhance its capacities to anticipate and address future public health emergencies. The Senior Supply Chain Advisor is expected to collaborate with the Food and Drug Administration, Department of Budget and Management, Department of Science and Technology, the Board of Investment, and other government agencies to help address programmatic bottlenecks and facilitate solutions through coordinated technical support and effort of DOH and other agencies. The Senior Supply Chain Advisor will receive direction from U.S. Embassy Manila’s Regional Foreign Assistance (RFA) Section and the Chairperson of the DOH Supply Chain Governance and Oversight Council. He/She is expected to work closely with the Secretariat of the DOH Supply Chain Governance and Oversight Council, participate in supply chain related meetings and workshops, and facilitate interagency collaboration to resolve supply chain issues and build a resilient system. Familiarity with the DOH national strategic plan, the Philippine Procurement Law, and the public health SMCS is a must. The Advisor will report to the U.S. Department of States Foreign Assistance Section on weekly basis.

Requirements

A master’s degree in public health, business management, or equivalent.
Certified supply chain professional.
Ten years or more work experience with proven track record of delivering procurement and supply chain resilience initiatives in the Philippines and in Asia.
Demonstrated capability in strategic supply chain planning, including collaboration with government and private sector partners.
A thought leader in the Philippines/Asia supply chain industry.
Excellent interpersonal skills and ability to work in a cross-cultural work environment.
Strong written and oral communication skills in English.
Excellent organizational, planning, negotiating, and problem-solving skills.
Ability to prepare regular and ad hoc reports, activity documentation, and briefing papers.
Deep knowledge of the Philippine public health sector supply chain system, the Philippine procurement law, and the health systems in the Philippines.

Nice To Haves

Experience with USG supported or funded supply chain projects is an advantage.
Knowledge of e-procurement, strategic sourcing, digital and B2B commerce.
Experience working with the DOH and other government agencies related to supply chain.
Experience with USG-funded public health programs.

Responsibilities

Strengthen and secure frontline commodity supply chain
Recommend approaches to integrate supply chains across diseases to ensure continuous availability of essential commodities at the service delivery points.
Support the adoption of innovative procurement mechanisms, such as pooled procurement, local manufacturing agreement, or public-private partnerships (PPP) to reduce costs and improve access to high-quality, U.S.-made innovations, including long-acting preventives like Lenacapavir.
Assist the DOH Disease Prevention and Control Bureau (DPCB) in forecasting and supply planning.
Advise on surveillance-enabled supply chains to ensure that diagnostic tools and lab reagents are available where and when needed.
Strengthen Functionality of TWGs and Governance Structures
Support DOH in reactivating and institutionalizing the Demand Planning, Procurement, Distribution, and Monitoring Committee.
Mentor the Supply Chain Council on effective TWG operations, governance, and accountability mechanisms.
Offer facilitation or coordination support to ensure regular meetings and follow-through on action items.
Improve Stock Status Review and Data Use
Assist in integrating stock status data into the Supply Chain Governance Council’s agenda.
Improve tools as needed and coach DOH staff to analyze, visualize and present stock data.
Assist staff in adopting analytical tools and translate data into actionable decisions.
Address Policy Bottlenecks (e.g., Memo Circular No. 51)
Facilitate policy dialogue and support high-level advocacy with relevant government agencies to explore exemptions or streamlined processes for health-related donations.
Recommend policy proposals or amendments that align with both Philippine law and international best practices.
Build Procurement Capacity
Orient DOH staff, Embassy RFA Section staff, implementing partners, and consultants on the new procurement rules (Revised IRR of RA 9184).
Recommend accessible, modular training content that can be scaled across DOH and partner agencies.
Resolve Procurement Delays (Especially for TB)
Conduct process mapping and bottleneck analysis to identify and address root causes of delays.
Provide TA in developing procurement plans and forecasting tools to prevent stockouts.
Enhance Use of the SC Dashboard
Improve dashboard usability and ensure it includes key indicators for decision-making.
Conduct workshops on interpreting dashboard data and making timely programmatic decisions.
Foster Multi-Stakeholder Collaboration
Establish or strengthen platforms for regular coordination among DOH DPCB, SCMS, Procurement Service, Food and Drug Administration, and others.
Support joint planning sessions and integrated monitoring visits to improve end-to-end supply chain performance.
Recommend Systemic Supply Chain Improvements
Review the result of the latest National Supply Chain Assessment (NSCA) to identify gaps and opportunities for improvement.
Revisit the National Supply Chain Strategic Plan and develop a roadmap for public sector supply chain strengthening, aligned with national and global health priorities.
Communications: Regular meetings with the Supply Chain Governance Council and the technical working groups.
Regular meetings or conference calls with Embassy Manila’s RFA Section, together with the implementing partners and other technical advisors working on supply chain.
The Senior Supply Chain Technical Advisor should provide information and avail him/herself for calls/meetings with the U.S. Department of States as requested.
The Advisor will provide monthly reports to U.S. Department of State’s Section.
Reporting: The Senior Advisor will provide a detailed monthly report to the U.S. Department of State RFA Section, to be submitted by the 5th day of the following month.
Additionally, the Advisor will submit a weekly progress report to RFA (and participate in weekly calls) to include a short paragraph about main successes for that week.
