Job Description: Location: Pasadena, CA (Hybrid – minimum 3 days/week in office) Compensation: Base salary range: $169,100 – $217,400 FLSA Status: Full-time Role Overview Parsons is seeking a Senior Supervising Engineer / Civil Design Discipline Lead to join our Los Angeles area team and lead civil design for water and wastewater infrastructure projects. You will serve as the civil lead on multiple concurrent major projects, overseeing design delivery and a team of civil engineers and designers. Projects include water and wastewater treatment plants, pipelines, pumping stations, and related site infrastructure for public clients across the region. What You’ll Do Technical Leadership Lead civil design for site infrastructure: grading, paving, drainage, erosion and sediment control, underground utilities, and stormwater pollution prevention. Develop and review engineering calculations, drawings, and specifications for design‑bid‑build and design-build projects. Produce and oversee construction documents (plans, profiles, details, sections, specifications). Perform and review hydraulic and hydrologic calculations (stormwater, open channel, and pressure systems). Complete material quantity takeoffs and support cost estimating. Review contractor submittals (shop drawings, RFIs, and deviation requests). Provide technical guidance to design staff and stamp/seal documents as the responsible engineer. Discipline Project Management Act as civil discipline lead on large, complex projects or multiple smaller assignments. Plan and manage discipline scope, schedule, budget, and staffing. Assign and reassign work to civil staff based on project needs and priorities. Coordinate closely with other disciplines (structural, mechanical, electrical, I&C, architecture, landscape, etc.). Interface with clients, subconsultants, and suppliers as the civil technical lead. Identify and manage scope changes; prepare and review change order requests. Monitor team productivity, quality, and compliance with company and project standards. People Leadership Supervise and mentor CAD designers, junior and mid-level engineers. Conduct performance reviews and support training, development, and technical growth. Promote a culture of quality, safety, and technical excellence.

Requirements

  • 15+ years of civil engineering experience with a focus on: Site layout, grading, runoff, and drainage Underground pipeline and utility design Water and wastewater infrastructure (treatment plants, pumping stations, water/sewer/storm drain pipelines)
  • Demonstrated ability to lead civil design on large infrastructure projects and manage a team of engineers and designers.
  • Strong experience producing drawings and specifications for public works construction.
  • Proficiency with AutoCAD and Civil 3D and/or MicroStation (required).
  • Strong background in hydrology and hydraulics; able to prepare and review calculations.
  • Ability to perform pipeline design calculations for steel, ductile iron, HDPE, PVC, and concrete per AWWA standards.
  • Experience preparing civil specifications (sitework, earthwork, paving, pipelines).
  • Ability to develop digital terrain models (DTMs), establish alignments, and generate plan‑and‑profile drawings.
  • Familiarity with applicable civil codes, standards, and design practices.
  • Proven supervisory and team leadership skills.
  • Strong written and verbal communication, including technical writing.
  • Ability to work independently with minimal direction while managing multiple priorities.
  • B.S. in Civil Engineering (required).
  • Licensed Civil Engineer (PE) in the State of California (required).

Nice To Haves

  • Experience with MicroStation OpenRoads and/or REVIT (preferred).
  • Experience coordinating multidisciplinary modeling and drawing production and performing quality checks per company QC procedures.
