About The Position

As the Senior Subcontract Manager, you will be responsible for leading the procurement and management of complex subcontracts, including negotiating prices, managing supplier relationships, and ensuring compliance with technical, schedule, and quality requirements. You will serve as the primary point of contact for subcontracts and projects, representing PCI Federal.

Requirements

  • 10+ years of experience in subcontract management, including overseeing large, complex proposals, negotiations, and administration
  • Strong background and understanding of the US Government Acquisition and Procurement environment to include the FAR and DFAR, commercial contracting methods, and other government regulations
  • Exceptional interpersonal skills with measured and articulate communication skills; ability to build and maintain strong relationships with internal and external customers; proven history of fostering communication
  • Ability to make sound business judgments, handle multiple contractual activities with a short turn-around time, and work independently as well as part of a Team
  • Bachelor's degree in one of the following disciplines: business, finance, accounting, economics, or contract related field. Additional work experience can be substituted for educational requirements
  • High level of proficiency in Microsoft Office programs is required
  • Ability to travel as required and up to 25%
  • May be required to undergo a standard background along with verification of education requirements

Responsibilities

  • All phases of the Subcontract from initiation of the business case for make or buy decisions, market research, single/sole source determinations, request for proposals, commercial item determinations, source selection decision, proposal evaluations, negotiation strategy, awarding subcontracts, and execution of technical, cost and performance requirements
  • Ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations
  • Manages preparation of bid packages, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts
  • Coordinates and collaborates with key partners such as contracts, engineering, quality, and operations
  • Evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules
  • Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations
