About The Position

The Senior Strategic Information Integrated Health Infrastructure Advisor (HIV/TB, Malaria, MNCH, GHS, Nutrition, RI) will be stationed at the Department of Health Planning, Research and Statistics (DHPRS) office within the Federal Ministry of Health (FMOH) in Nigeria to support the ministry in carrying out life-saving health assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives and the 2025 US-Nigeria Health MOU. This cross-cutting position is funded through multiple program streams (HIV, TB, MNCH, Malaria, etc.), reflecting its broad mandate to support integrated data and statistics management across all major health program areas. The Advisor will provide strategic, technical, and managerial leadership to strengthen the DHPRS’s capacity for integrated data management, harmonized health information systems, health policy development, sector planning, monitoring, research, and coordination. A key focus will be on enhancing the District Health Information System 2 (DHIS2) for high-quality, integrated data reporting across HIV, TB, malaria, MNCH, GHS, nutrition, and routine immunization. The Advisor will also support the interoperability of DHIS2 with other national data systems, and provide technical guidance in the governance, coordination, and optimization of national health registries (client, health worker, and facility registries). In this role, the Advisor will lead capacity building for DHPRS staff and stakeholders, strengthening skills in digital health, data quality, data governance, analytics, research, strategic planning, and evidence-based policy making. The Advisor will collaborate closely with various government agencies (NASCP, NACA, NCDC, NPHCDA, NTBLCP, NMEP), ministries, international partners, NGOs, and donors to ensure effective coordination and integration of data management systems. Through these efforts, the Advisor will help optimize data quality, enhance research and learning, and promote efficient, effective, and sustainable implementation, monitoring, and reporting of life-saving health programs in line with the US-Nigeria Health MOU and Nigeria’s Universal Health Coverage (UHC) goals.

Requirements

  • Advanced degree: Master’s degree or local equivalent from an accredited program in social science, statistics, mathematics, economics, computer science, epidemiology, health informatics, public health or Medicine related field
  • Minimum of 7 years of progressive experience in disease management in Nigeria or similar contexts.
  • Five years of progressively responsible job-related professional-level experience in strategic information, public health/ monitoring, evaluation, and learning (MEL) and other surveillance systems, evaluation of program/project/activity implementation, in direct program/project/activity management
  • Familiarity with health data systems (e.g., DHIS2, LIMS, EMRs) and health informatics in Nigeria is an advantage.
  • Familiarity with PEPFAR systems and reporting.
  • Minimum 2 years’ direct experience in a development-oriented workplace (USG Preferred) focusing on global health security, malaria, TB, HIV, maternal child health inclusive of RI/Polio especially) and or other public health disease control initiatives and systems in Nigeria or similar contexts.
  • Prior experience working with or for bilateral or multilateral donors/stakeholders host-country organizations, or private-sector institutions, and which included project design, performance monitoring, and/or the analysis and interpretation of large amounts of data, is required.
  • In depth, professional-level knowledge of development approaches and methods for performance analysis, data visualization, and program design, monitoring and evaluation for public health programming.
  • Knowledge of disease control initiatives and emergency response systems, MEL and or HMIS systems and public health programming.
  • Excellent leadership, communication, stakeholder engagement, coordination, mentorship, and team management skills.
  • Excellent written and oral communication in English; proficiency in relevant local language(s) is an advantage.
  • Good computer and analytic skills, including familiarity with statistical analytic programs in addition to Microsoft Office programs is preferred.
  • Prior experience working in Nigeria is an advantage

Nice To Haves

  • Experience with DOS/USG -funded public health programs, PEPFAR projects is an advantage.
  • Relevant technical experience working in Nigeria and knowledge of local culture is a plus.

Responsibilities

  • Provide technical expertise in health sector planning, policy development, and coordination, ensuring alignment with national and global health priorities and the Nigeria Digital Health Strategy.
  • Guide the design and implementation of data-driven decision-making frameworks and evidence-based strategies to strengthen health systems.
  • Support coordination across ministries, health programs, partners, donors, and government counterparts (NASCP, NACA, NCDC, NPHCDA, NTBLCP, NMEP) to harmonize data systems and optimize quality data management processes.
  • Champion systems strengthening through the update and harmonization of NHMIS tools, reporting templates, and indicator reference manuals.
  • Guide the institutionalization of routine data quality improvement procedures (RDQAs, DQAs) and the alignment of indicators with global standards and national priorities.
  • Lead the establishment of centralized and integrated data analytics/visualization platforms to showcase dashboards and analytic reports across multiple disease areas.
  • Oversee the harmonization of data management procedures, data elements, indicators, and reporting requirements across vertical programs.
  • Perform data triangulation, epidemiological/statistical analysis, and forecasting to generate insights for health policy and planning.
  • Support the implementation of data governance frameworks and the establishment of national data quality benchmarks.
  • Provide strategic leadership for the integration and interoperability of national health information systems (NHMIS, DHIS2, LMIS, EMRs, LIMS, NDR, SORMAS) in line with the Nigeria Digital Health Architecture (NDHA).
  • Guide the adoption and evaluation of digital health initiatives and interoperability standards (HL7, FHIR, DHIS2).
  • Support the governance, data quality oversight, and evidence generation for national health registries (client, health worker, and facility registries).
  • Lead capacity building for DHPRS staff and stakeholders in data systems, digital health, data quality, governance, analytics, and research.
  • Oversee the documentation and dissemination of best practices, lessons learned, and success stories.
  • Strengthen knowledge management systems and support the publication of policy briefs, research papers, and technical documents.
  • Promote data-driven decision-making and support the development of SOPs, training materials, and user guidelines for integrated health response.
  • Establish and maintain strong working relationships with senior officials at DPRS, FMOH, and other key stakeholders.
  • Provide technical support to the National Digital In-Health Initiative (NDHI) team on digital ecosystem revitalization.
  • Support the coordination of integrated health information systems, research, data management, evidence generation, and monitoring & evaluation.
  • Prepare reports, talking points, speeches, briefing papers, and presentations for the Health Assistance Coordinator.
  • Contribute to annual, mid-term, and periodic planning, review, and reporting activities.
