About The Position

The Senior Strategic Information Advisor will support the USAID Global Health Bureau's Office of Policy, Programs, and Planning (P3) by providing high-level technical leadership in monitoring, evaluation, learning, and data use activities. This role involves collaborating with various stakeholders to enhance program design and implementation, ensuring effective data collection and analysis to improve health programs in developing countries.

Requirements

  • Master's degree and 10 years of relevant experience, or Bachelor's degree and 12 years, or Associate's degree and 14 years, or High School Diploma and 16 years of relevant experience.
  • US Citizenship or US Permanent Residency with the ability to obtain and maintain a Facility Access clearance.
  • Advanced knowledge and experience with monitoring and performance evaluations, qualitative research methodologies, and data quality assurance.
  • Strong expertise in public health data for program design, planning, monitoring, and evaluation in low and middle-income countries.
  • Experience in designing and implementing knowledge management policies and processes.
  • Demonstrated technical leadership and problem-solving skills in complex projects.
  • Strong managerial skills to coordinate and implement work from multiple sources.
  • Strong verbal and written communication skills for diverse audiences.
  • Strong interpersonal skills to build relationships with varied professional and cultural backgrounds.
  • Ability to travel internationally and/or domestically approximately 20-30%.

Responsibilities

  • Provide technical advice and coordination for program design, focusing on measurement, monitoring, and evaluation.
  • Serve as lead advisor on data reporting, managing and reviewing data collection efforts.
  • Assess project and program performance, leading data-driven portfolio reviews and improving data collection and analysis.
  • Develop and refine reporting metrics and improve in-country data quality and use for program quality improvement.
  • Lead the evaluation and learning agenda development and implementation, synthesizing key program data and research results.
  • Track progress against targets, analyze data sets, and recommend enhancements for program planning and management.
  • Analyze country-specific data and research findings to recommend program strategies and interventions.
  • Provide technical leadership for developing evaluation/research protocols and overall program implementation guidance.
  • Prepare and present materials on program monitoring and evaluation for informational and advocacy purposes.
  • Stay updated on developments in health and M&E, sharing new knowledge on technical and policy advancements.
  • Develop processes to identify and scale promising practices in monitoring, evaluation, and learning.
  • Guide knowledge exchanges and provide strategic guidance to link and use data across P3 functions.
  • Travel internationally and/or domestically as necessary.
