About The Position

Under general direction, the Senior Advisor, Fiscal & Policy Strategy serves as a chief strategist and partner to the Chief Executive Officer (CEO) in advancing the Agency’s fiscal sustainability, legislative positioning, and policy impact. This role leads the Policy Office, integrating fiscal, data, and administrative policy analysis to strengthen strategic initiatives, resource alignment, and long-term growth. The Senior Advisor ensures that policy, fiscal, and operational decisions are strategically coordinated across divisions and externally with key partners.

Requirements

  • Ten (10) years of full-time, progressively responsible experience in fiscal policy analysis, legislative analysis, public administration, or systems strategy, including five (5) years in a public or nonprofit setting and at least four (4) years of relevant experience must have been in a management and supervisory role and the equivalent to a bachelor’s degree with major coursework in business or public administration, public policy or closely related field.
  • Additional relevant work experience may be substituted to meet the college coursework/bachelor's degree standard. A master’s degree may substitute for an additional year of experience
  • Travel within Alameda County as necessary to carry out job duties. Some travel outside Alameda County occasionally required.
  • Public finance and governmental budgeting (local, state, and federal).
  • Legislative and administrative policy processes and fiscal modeling.
  • Early childhood systems, county fiscal structures, and social sector sustainability strategies.
  • Equity-centered research and data analysis frameworks.

  • Read, analyze, and interpret common professional publications; policy documents; financial statements, reports, transactions, and records; and related business documents and information.
  • Demonstrate expertise in quantitative financial modeling and budget analysis, with strong spreadsheet and data visualization skills.
  • Integrate racial equity and social justice frameworks into fiscal and policy analysis.
  • Provide leadership and effectively organize, coordinate, and supervise professional and administrative staff.
  • Establish and maintain effective collaborative working relationships with a wide range of professionals, including but not limited to agency staff and financial institutions.
  • Work with and safeguard confidential information.
  • Exercise sound judgment within generally established policies and procedures to select appropriate strategies and make and carry out effective decisions.

Responsibilities

  • Develop strategy under the direction of the CEO and partner with the Executive Leadership Team to translate fiscal and policy insights into agency strategies and external positioning.
  • Under the direction of the CEO partner to develop legislative and fiscal policy priorities that advance early childhood systems and Agency sustainability.
  • Partner with the Chief Financial Officer to oversee fiscal modeling, revenue projections, and legislative and administrative policy analysis to inform executive decisions.
  • Produce fiscal impact statements and policy briefs for the Commission, Executive Team, and external stakeholders.
  • Collaborate closely with Finance, Strategic Initiatives & Planning, and Impact divisions to align fiscal and policy strategy with programmatic and operational goals.
  • Represent the Agency in high-level intergovernmental forums, coalitions, and public processes to advocate for sustainable early childhood funding and policy systems
  • Lead and mentor a multidisciplinary Policy Office integrating fiscal, legislative, and data expertise.
  • Contribute to internal capacity building by sharing fiscal policy and legislative knowledge and tools with colleagues.
