This position will report to the Manager of Global Trade Compliance in the Communications Systems (CS) segment of L3Harris Technologies, Inc. The employee in this role will manage trade compliance investigations, to include reviewing compliance Incidents, creating investigation work plans, interviewing employees, and analyzing and compiling investigation results. This position will also have a strong focus on the continuous improvement of CS's compliance program and will include responsibilities for supporting incident root cause analysis and the identification and tracking of effective corrective actions. This role has a strong emphasis on technical/legal writing and project management and reporting.

Requirements

  • Bachelor's Degree and minimum 6 years of prior relevant Trade Compliance experience.
  • Graduate Degree and a minimum of 4 years of prior related Trade Compliance experience.
  • In lieu of a degree, minimum of 10 years of prior related Trade Compliance experience.

Nice To Haves

  • Advanced skills and expertise using SharePoint and Microsoft Office tools, particularly Word, Excel, PowerPoint, and OneNote
  • Licensed Customs Broker
  • Lean Six Sigma Green or Black Belt
  • Experience with OCR EASE
  • Strong candidates will have prior ITAR consent agreement experience or a law degree from an accredited university
  • Subject Matter Expert in ITAR, EAR, FTR, and Customs regulations

Responsibilities

  • Perform technical analysis of hardware, software, and technical data to determine jurisdiction and classification under ITAR/EAR using the Order of Review.
  • Conduct unstructured document reviews to assess and assign appropriate export control levels for technical documents and data.
  • Process and review electronic export requests, verifying export licenses, provisos, and referenced exemptions for compliance.
  • Manage and mentor a small team of junior technical specialists, overseeing task assignments, workflow, and professional development.
  • Support internal and external audit investigations by gathering data, analyzing findings, and developing corrective action plans.
  • Develop and implement solutions to address compliance gaps or process inefficiencies identified during audits or daily operations.
  • Maintain accurate records of classification decisions, export requests, and compliance activities in accordance with regulatory requirements.
  • Collaborate with cross-functional teams (engineering, legal, operations) to resolve complex export control issues and provide guidance on compliance matters.
  • Stay current on changes to export control regulations and ensure team adherence to the latest requirements and best practices.
  • Prepare and deliver clear, concise reports and presentations on compliance activities, findings, and recommendations to management and stakeholders.
