Job Title: Senior Specialist, Subcontracts Job Code: 32792 Job Location: Anaheim, CA. or Mason, Ohio Schedule: 4/10 or 9/80 (depends on location) Job Description: L3Harris Technologies is currently seeking a Senior Specialist, Subcontracts to contribute to the success and growth of our Interstate Electronics division located in Anaheim, CA. The Specialist, Subcontracts determines approaches to objectives, demonstrating a broad understanding and application of procurement/ subcontract principles, concepts and practices in a DoD environment. This position requires a minimum of 6 years' experience in defense procurement, subcontracting, and manufacturing.

Requirements

  • Bachelor's Degree and minimum 6 years of prior relevant experience; MBA is highly preferred with a minimum of 4 years relevant experience. In lieu of a degree, minimum of 10 years of prior related experience in procurement, supply chain management, contracts, or defense subcontracting within a manufacturing environment is preferred
  • Must be a US Citizen

  • Knowledge within Deltek, Costpoint, SAP, and ProPricer
  • Knowledge in the procurement/subcontracting processes of military grade products
  • Demonstrated experience working within proposal teams, generating material estimates for bids and proposals, and providing substantiating evidence as needed
  • Comprehensive understanding of the DoD 5000.02 framework and Earned Value Management principles
  • Proven ability to direct and manage multiple projects with effective prioritization and resource allocation
  • Strong team player with excellent collaboration and interpersonal skills

  • Advanced computer skills, including proficiency with ERP systems and MS Office applications, particularly Excel

  • Expertise in developing and implementing policies and processes
  • In-depth understanding of small business government requirements
  • A strong commitment to and experience in continuous improvement methodologies, including Lean Six Sigma tools

Responsibilities

  • Manage subcontracts for complex efforts for development and production phased programs; Includes preparation of Requests for Quotes (RFQs) and Requests for Proposals (RFPs), proposal evaluation and analysis, and issuance and maintenance of purchase orders and subcontracts.
  • Procure complex major components and subassemblies to support various programs, including commodities such as electronic, mechanical, optical components or assemblies, capital equipment, and electronic/optical systems, on an “as needed” basis
  • Select and recommend subcontractors, negotiate pricing, delivery, quality, terms and conditions, and execute non-disclosure agreements and service agreements.
  • Develop material cost reduction strategy.
  • Create and issue fixed price, time and material, labor hour and cost-type purchase orders
  • Lead formal source selection teams; conduct formal cost/price analysis, cost audits, fact-finding and formal negotiations.
  • Negotiate the lowest possible total cost for the product (balance price with optimum quality and schedule needs).
  • Identify opportunities to mitigate supply chain risk.
  • Administer post-award of large high dollar/program critical subcontracts
  • Create purchase orders/subcontract files in compliance with all command media and necessary process disciplines for audits
  • Ensure the creation of Statements of Work with input from appropriate functional areas.
  • Track CDRL requirements of the contract/SOW to completion
  • Support Integrated Product Teams (IPT) through supply chain representative or as an active team member
  • Monitor and provide feedback to IPT on critical supplier performance to ensure timely delivery to manufacturing schedules; Inter and Intra departmental coordination is essential
  • Active participation in company and department initiatives such as strategic sourcing and various L3Harris improvement efforts
  • Provide training and mentorship to less experienced peers to further Inter departmental growth
