About The Position

Pantheon Data (a Kenific Holding company) is a private, small business based in the Washington, DC, area. Pantheon Data was founded in 2011, initially providing acquisition and supply chain management services to the US Coast Guard. Our service offerings have grown in the past ten years, including infrastructure resiliency, contact center operations, information technology, software engineering, program management, strategic communications, engineering, and cybersecurity. We have also grown our customer base to include commercial clients. The company has used this experience to expand our service offerings to other agencies within the Department of Homeland Security (DHS), the Department of Defense (DoD), and other Federal Civilian Agencies. Pantheon Data is seeking a Senior Software Engineer to support the Defense Health Agency (DHA) in migrating large, mission-critical legacy systems into secure, scalable AWS GovCloud environments. The engineer will play a central role in analyzing, adapting, and modernizing C# and .NET applications to ensure seamless performance, compliance, and interoperability across DHA's enterprise health IT ecosystem. This position requires strong technical expertise, hands-on experience with cloud modernization, and the ability to deliver secure, cloud-native solutions aligned with DHA's mission.

Requirements

  • Bachelor's degree in Computer Science, Engineering, or related field.
  • Minimum 7 years of experience in C# and .NET development.
  • Minimum 5 years of experience with application migration and refactoring.
  • Strong understanding of cloud computing concepts and AWS services.
  • Excellent problem-solving and analytical skills.
  • Effective communication and teamwork abilities.
  • Ability to work effectively remotely in cross-functional teams.
  • Ability to meet deadlines and produce quality work.
  • Proficient in Microsoft Suite software including Outlook, Word, Excel, SharePoint, and PowerPoint.
  • U.S. Citizenship with the ability to obtain and maintain a DoD Secret clearance.

Nice To Haves

  • AWS certifications (e.g., AWS Certified Solutions Architect Associate) are a plus.

Responsibilities

  • Analyze existing C# and .NET applications to document architecture, dependencies, and integration points prior to migration.
  • Identify risks, challenges, and compatibility issues associated with legacy-to-cloud transitions, providing remediation strategies.
  • Design and execute comprehensive migration strategies for transitioning systems to AWS GovCloud.
  • Modify and optimize applications for performance, resiliency, and compliance in cloud environments.
  • Integrate applications with AWS services (e.g., EC2, S3, RDS, Lambda) to modernize capabilities and reduce reliance on legacy infrastructure.
  • Leverage AWS SDKs, APIs, and automation tools to streamline deployment and management of applications.
  • Develop new cloud-native features and functionality to meet evolving DHA mission requirements.
  • Conduct rigorous testing (unit, integration, performance) to validate functionality, security, and compliance.
  • Embed security and compliance controls throughout the development and migration lifecycle in alignment with HIPAA, FedRAMP, and DoD IL standards.
  • Collaborate with engineering, DevSecOps, and program teams to deliver mission-ready solutions.
  • Communicate progress, risks, and technical challenges clearly to DHA stakeholders and leadership.
  • Document migration processes, lessons learned, and best practices to support future modernization efforts.
