Requirements

• BA/BS in field related to Software or IT Management or an additional 4 years of experience in lieu of a required bachelor's degree.
• 9+ years of experience with 5+ years of experience within a project management role.
• Experience and proficiency with project management tools and software, such as Jira and Confluence.
• Experience with agile-informed methodologies.
• Proven track record of successfully leading and delivering projects of varying complexity.
• Deep understanding of project management principles, methodologies, and best practices (e.g., PMI, agile, waterfall).
• Expertise in all phases of the project lifecycle, from initiation to closure.
• Experience with project planning, scheduling, budgeting, and risk management.
• Proven ability to lead and manage project teams, including assembling teams, assigning tasks, and resolving conflicts.

Nice To Haves

• Bachelor's degree in IT or Engineering.
• Experience with specific project management methodologies (e.g., Agile, Scrum, Kanban).
• Experience with project portfolio management.
• Familiarity with change management principles.
• Active PMP certification.
• ITIL Foundation certificate.
• DoD 8570.01-M IAM Level II certification.
• Experience at a DoD Combatant Command (e.g., SOUTHCOM, NORTHCOM, CENTCOM, CYBERCOM, INDOPACOM, EUCOM, AFRICOM, STRATCOM, TRANSCOM, SOCOM, SPACECOM) or a component.

Responsibilities

• Plan, execute, and oversee software development projects, providing strategic guidance and leadership to ensure successful completion.
• Lead a team of software development professionals, assigning the right individuals and resolving team conflicts or challenges.
• Support the execution of SCITES 2 projects through managed oversight to meet assigned DoDIN Operations Services projects.
• Use project management tools such as Jira and Confluence to manage all phases of the project lifecycle, from initiation to closure.
• Assign tasks and responsibilities to team members, providing guidance, support, and motivation to ensure effective performance.
• Oversee risk management, providing guidance in higher-level risk decision-making and aligning risk management practices with organizational goals.
• Establish communication strategies for stakeholders and senior management, managing relationships with executive-level stakeholders.
• Perform budget planning, resource allocation, and financial management, ensuring projects are completed successfully, on time, within budget.
