Overview Job Title: Senior Scientist Team Lead for Environmental Monitoring (EM), Volatile Organic Compound (VOC) Monitoring, and Land Management Programs at the Waste Isolation Pilot Plant (WIPP) Work location will be at the WIPP site, which is approximately 26 miles (straight line) east of Carlsbad, New Mexico. This position reports directly to the LATA Site Environmental Manager, overseeing EM, VOC, and Land Management programs, ensuring successful and on-time work completion, that is within budget and meets requirements. This includes preparing/managing statements of work and procurement documents. Assist with assembling and managing project teams, defining goals, and navigating challenges to achieve success. This position will be responsible for managing EM and VOC sampling in compliance with permits, plans, standard operating procedures (SOPs), job hazard analysis (JHAs), and quality assurance requirements. This position serves as a lead for a team consisting of LATA personnel and bargaining union (BU) sampling technicians. The lead will manage the work assignments of LATA personnel and coordinate with the BU manager for sampling. The team lead will also be a qualified sampler, as needed. In addition, this lead will oversee land management activities and requirements stipulated in the WIPP Land Management Plan.

  • In addition to general WIPP training, complete and maintain program-required training.
  • Complete and maintain training to serve as a team leader in a supervisory role, including Field Work Supervisor, Administrative Subcontract Technical Representative or Project Subcontract Technical Representative, and other training identified for supervisors.
  • Scheduling and overseeing all aspects of sampling. Serve as backup sampler, as needed (training required).
  • Install and maintain sampling equipment, including in an underground mine.
  • Procurement of supplies and equipment and coordinate with Cognizant Engineer on environmental systems for repairs or configuration changes.
  • Maintain and track calibration of measurement and test equipment.
  • Oversee all aspects of the programs – including work assignments, records, training, plans, SOPs, JHAs, management assessments, and other program-related documents.
  • Perform data verification and validation of laboratory data packages and maintain data in spreadsheets and databases.
  • Prepare, review, and coordinate preparation of program reports and deliverables, including Annual Site Environmental Report (ASER).
  • For the VOC Monitoring Program, perform underground (UG) management and communication (sampling coordination, work packages, sample tubing installation, interface with Underground Operations, Radiation Control, and Cognizant Engineer).
  • Communicate with laboratory regarding results of samples, audits, performance testing, implementation of changes, and SOPs.
  • Manage records in accordance with Records Inventory and Disposition Schedule (RIDS). Completion of training will be required.
  • Manage software in accordance with requirements. Completion of training will be required.
  • Participate in audits of the programs, developing corrective actions and ensuring closure of findings.
  • Ensure an adequate inventory of sampling supplies is available.
  • Provide public hearing testimony and support as needed and implement program changes.
  • Must be able to build and sustain professional relationships with employees and stakeholders that support collaboration, compliance, and program success.
  • Provide and support a positive and productive team environment through effective communication.
  • B.S. in a science or environmental field, or Associate’s degree with (5+) years of professional experience performing oversight/quality functions, or
  • High School Diploma with (10) years of experience performing oversight/quality functions is required.
  • Minimum 5 years’ experience with environmental monitoring and sampling. Other environmental experiences will be considered.
  • Experience with Microsoft Word and Excel.
  • Must be a fast learner.
  • Must be able to carry 50 pounds.
  • Excellent technical writing skills.
  • Attention to detail is required.
  • Must be willing and able to work in an underground mine and in remote locations on surface.
  • Supervisory experience and/or training.
  • M.S. in a science-related field of study and 5 years of experience.
  • Effective verbal and written communication skills.
  • Experience with Microsoft Access or SQL databases.
