This individual will serve as a technical authority responsible for ensuring the accuracy, completeness, and compliance of roadway design deliverables in accordance with GDOT standards and local agency requirements, from concept development through final construction documents. The ideal candidate brings deep familiarity with GDOT design processes, Local Administered Projects (LAP) program requirements, and the design standards of Georgia’s municipalities and counties, combined with a proven ability to establish and uphold rigorous QC standards within a multidisciplinary engineering environment.

Requirements

  • Bachelor of Science in Civil Engineering from an ABET-accredited institution.
  • Current Professional Engineer (PE) license registered in the State of Georgia, or ability to obtain licensure by reciprocity prior to start.
  • Minimum 12–15 years of progressive experience in roadway design, with substantial direct experience delivering both GDOT-let projects through PS&E and locally administered projects for Georgia municipalities and counties.
  • Comprehensive knowledge of GDOT design standards, plan sheet requirements, and the GDOT project development process, including the LAP program delivery process.
  • Expertise in geometric design, horizontal and vertical alignment, intersection and interchange design, pavement design, grading, drainage, and signing and pavement marking.
  • Experience with GDOT Design Variances and Design Exceptions.
  • Familiarity with MicroStation and OpenRoads Designer.
  • Exceptional attention to detail with the ability to identify technical issues across complex, multi-sheet plan sets prepared under varying agency standards.
  • Thorough working knowledge of GDOT reviewer expectations, comment resolution processes, and inter-office coordination protocols.
  • Ability to navigate the differing requirements, review cultures, and stakeholder dynamics of local agency clients ranging from large metro counties to small municipalities.
  • Strong written and verbal communication skills with the ability to deliver constructive technical feedback diplomatically under deadline pressure.
  • Collaborative team leadership with the capacity to manage concurrent QC reviews across multiple active GDOT and local projects simultaneously.

Nice To Haves

  • 20-25 years of progressive experience in roadway design.
  • Familiarity with GDOT’s ProjectWise document management environment and Automated Permit Tracking System (APTS).
  • Prior experience in a formal QC/QA leadership role on both GDOT and local agency projects.
  • Experience across multiple GDOT Districts and with diverse local agency clients, including metro Atlanta MPO partners such as ARC and GRTA, as well as county and municipal clients statewide.
  • Familiarity with SPLOST- and TSPLOST-funded project delivery processes.

Responsibilities

  • Review and approve roadway design plans, reports, and specifications for conformance with the GDOT Design Policy Manual, GDOT Plan Presentation Guide, AASHTO Green Book, applicable FHWA standards, and local agency design criteria.
  • Lead QC/QA plan reviews at critical GDOT project milestones including Concept Reports, Preliminary Field Plan Reviews (PFPR), Field Plan Reviews (FPR), and Final PS&E.
  • Lead equivalent review milestones for locally administered and municipally funded projects, providing written and verbal technical comments to design teams in advance of agency submissions.
  • Ensure LAP project deliverables satisfy both local agency standards and GDOT/FHWA compliance requirements, including adherence to the LAP Manual, applicable categorical exclusion documentation, and right-of-way certification processes.
  • Establish and maintain internal QC procedures, design checklists, and review workflows tailored to both GDOT state-funded delivery and the GDOT LAP program.
  • Identify design errors, omissions, and constructability issues before submission to GDOT or local agency reviewers.
  • Respond to GDOT District, GDOT Office of Engineering Services, and local agency review comments in a timely and technically sound manner.
  • Support design efforts for city and county clients delivering locally funded projects outside the LAP program, ensuring conformance with applicable local standards, ADA requirements, and PROWAG guidelines.
  • Coordinate interdisciplinary reviews across traffic engineering, structures, NEPA/environmental, utilities, and right-of-way disciplines.
  • Mentor mid-level and junior engineers on GDOT and local agency design standards and plan production practices.
