About The Position

Under general direction of the California High-Speed Rail Authority's (Authority) Supervising Right of Way (ROW) Agent, the Senior ROW Agent provides state-wide project coordination, technical assistance, and guidance for all matters concerning one or more functional areas, with an emphasis on appraisals. The Senior ROW Agent will provide oversight and direction to assigned ROW consultant teams on the delivery of projects. The incumbent establishes objectives and standards for consultant appraisers, which includes ensuring scope of services are adhered to, performing administrative review of appraisal reports, ensuring appraisal reports meet established state appraisal standards and program objectives, and recommending Just Compensation. The incumbent may perform appraisal reviews and non-complex valuations. You will find additional information about the job in the Duty Statement.

Requirements

Nice To Haves

  • A broad base of successful experience in one or more functional areas for which they will be responsible, including but not limited to one or more of the following, with an emphasis on Appraisal, Acquisition and Condemnation Support:
  • Experience performing ROW functions such as Relocation Assistance, Utility Relocation, Project Management, or Excess Lands.
  • Experience in appraisal processes and developing appraisal reports.
  • Experience acquiring properties by condemnation.
  • Experience developing policies and procedures.
  • Experience providing technical guidance, support, and training to managers, consultants, and/or staff.
  • Experience in project planning and management.
  • Experience in problem solving or resolving difficult work-related issues.
  • Experience applying knowledge of relevant ROW laws and policies, including the Uniform Act Experience, to complex transportation ROW and other similarly challenging property acquisitions.
  • Experience training, instructing, and advising consultants on State processes and resources needed to effectively complete their scope of services
  • Experience in developing and maintaining collaborative working relationships.
  • Ability to maintain good communication skills and working relationships with management, other offices, districts, federal and state agencies, local agencies, private sector contractors, subcontractors and suppliers, and their associations.
