Under general direction of the California High-Speed Rail Authority's (Authority) Supervising Right of Way (ROW) Agent, the Senior ROW Agent provides statewide project coordination, technical assistance, and guidance for all matters concerning one or more functional areas with an emphasis on Real Property Services Support. The Senior ROW Agent ensures compliance with federal and state laws and regulations, maintains oversight to verify that requirements are met, and makes recommendations and timely decisions to facilitate efficient property management activities related to project and post-project delivery. The overarching principle for Real Property and Third Party (RP&TP) Branch is to obtain and manage property rights in a compliant, fiscally sound, and publicly acceptable manner through purchase, lease, sale, or other legal instruments, including condemnation when necessary to support the California High-Speed Rail Authority's (Authority) objectives for the development and operation of the project.   • Provides statewide project coordination, technical assistance, and guidance for all matters concerning one or more functional areas with an emphasis on Real Property Services Support.
  • Ensures compliance with federal and state laws and regulations.
  • Maintains oversight to verify that requirements are met.
  • Makes recommendations and timely decisions to facilitate efficient property management activities related to project and post-project delivery.
  • Obtain and manage property rights in a compliant, fiscally sound, and publicly acceptable manner through purchase, lease, sale, or other legal instruments, including condemnation when necessary to support the California High-Speed Rail Authority's (Authority) objectives for the development and operation of the project.

  • A broad base of successful experience in one or more functional areas for which the incumbent will be responsible, including but not limited to one or more of the following, with an emphasis on Excess Land and Property Management Support:
  • Experience with appraisals.
  • Experience with acquisition.
  • Experience with relocation assistance.
  • Experience with utility relocation.
  • Experience coordinating railroad activities.
  • Experience with condemnation support.
  • Experience with demolition and clearance.
  • Experience with project certification.
  • Experience with property values of deed and tract restrictions, zoning ordinances, setbacks, tax and improvement assessments, easements, and encroachments.
  • Experience coordinating projects and tracking schedules.
  • Experience collaborating with stakeholders or team members.
  • Experience using Microsoft Office (Word, Excel, PowerPoint) to create documents, graphs, and presentations.
  • Experience drafting and implementing policies and procedures.
  • Experience with excess land and property management support.
  • Experience maintaining administrative files and documents.
  • Experience with all aspects of ROW activities.
  • Knowledge of basic arithmetic, algebra, geometry, analytical methods, and information sources that are used to research, formulate, prepare, understand and explain appraisal reports for the acquisition of real property rights.
