About The Position

We are seeking a highly skilled Senior Right‑of‑Way Agent to join our team in Denver, CO. In this role you will provide advanced expertise in property acquisition, complex negotiations, relocation assistance, valuation services, asbestos abatement planning, and project analysis. This role supports a broad range of right‑of‑way (ROW) functions and serves as a key resource to clients, technical teams, and project stakeholders. The Senior ROW Agent works independently, provides direction to junior staff, and represents the organization in high‑level negotiations and technical discussions. Your Role Under the direction of a Project Manager, the Senior ROW Agent performs a full range of professional right‑of‑way functions, including but not limited to: Acquisition & Negotiation Negotiate property acquisitions involving businesses and non‑monetary benefits. Prepare and/or review Administrative Settlements and recommend approval of settlement actions. Relocation Assistance Provide relocation advisory services to displaced families and businesses. Conduct relocation planning and develop project relocation plans. Generate relocation housing payments and prepare and/or review relocation claim packages. Coordinate with public agencies to address the needs of displaced individuals or businesses. Project Support & Technical Expertise Conduct project analysis and develop right‑of‑way cost estimates. Support property management activities, including leasing, licensing, and disposals. Interpret, communicate, and implement right‑of‑way policies and procedures. Prepare ROW delivery schedules and provide technical assistance to clients. Cross‑Functional & Stakeholder Collaboration Work with planning, design, project management, surveying, and environmental teams to resolve ROW impacts. Participate in project proposal development and presentations. Meet with clients, consultants, attorneys, property owners, and government agency staff. Perform additional duties as assigned by the supervisor. Role Expectations Complexity This role involves coordination, analysis, and management of diverse and often sensitive ROW challenges. Responsibilities require strong analytical skills, interpretation of regulations, and sound deductive reasoning. Work may involve controversial or high‑visibility negotiations. Decision‑Making Exercises independent judgment in developing estimates, recommending settlements, and resolving complex acquisition or relocation issues. Decisions may have significant project and client implications. Leadership Provides supervision, guidance, and quality review for junior professionals, technicians, and support personnel assisting on assignments. Internal & External Collaboration Interfaces with senior technical staff, technical managers, and administrative teams internally. Frequently engages with clients, consultants, attorneys, property owners, and government agency representatives externally.

Requirements

  • Bachelor’s degree in Real Estate, Business Administration, or a related field and seven (7) years of professional experience in real estate, property management, or related areas; OR Seventeen (17) years of relevant professional experience in lieu of a degree.
  • Working knowledge of state and federal regulations, including: Federal Uniform Relocation Act 49 CFR Part 24 23 CFR Part 710
  • Experience applying these regulations in property acquisition is required.
  • Strong communication and report‑writing abilities.
  • Effective negotiation and data‑analysis skills.
  • Knowledge of applicable state and federal procedures and statutes.
  • Ability to communicate clearly in both oral and written formats.
  • Ability to process electronic and paper documentation and operate a computer keyboard.
  • Ability to visit properties and government agency offices.
  • If driving a company vehicle, a valid driver’s license and driving record meeting company policy are required.
  • If a personal vehicle is used, it must be insured, in good working order, and mileage reimbursement will be provided.

Nice To Haves

  • Professional designation strongly preferred: RWP, RW/NAC, RW/URAC, or SR/WA (IRWA).
  • Management and public‑speaking skills are highly desirable.
