Requirements

  • Deep knowledge and practical application of the Uniform Relocation Assistance and Real Property Acquisition Policies Act.
  • Strong negotiation and communication skills.
  • Experience working with residential, commercial, agricultural, and non-profit relocation.
  • Ability to manage complex projects with multiple stakeholders.
  • Experience reviewing or preparing appraisals in accordance with regulatory standards.
  • Leadership experience in a municipal or state real estate environment is preferred.

Responsibilities

  • Plan and coordinate the acquisition of real property for City and state-funded projects.
  • Serve as the lead agent on complex acquisition and relocation cases.
  • Review real estate appraisals to ensure compliance with local, state, and federal regulations.
  • Support the City Attorney’s Office in condemnation proceedings, including preparing exhibits, documentation, and providing expert testimony.
  • Negotiate appraisal contracts, leases, and real property acquisitions, ensuring the protection of City interests.
  • Provide relocation advisory services to displaced property owners and tenants.
  • Assist with preparation of the section’s operating budget and project cost estimates for the Capital Improvement Plan (CIP).
  • Monitor and track projects—including scope, budget, and schedule.
  • Supervise, mentor, and train right-of-way staff.
  • Prepare detailed reports and correspondence.
  • Perform other related duties as assigned, based on departmental needs and workload.
