Requirements

  • Bachelor's degree in construction management or related field with 5-7 years' experience in construction, remodel and contracting OR equivalent experience.
  • Supervisory experience is also required.
  • Valid Texas Drivers' License.

Nice To Haves

  • Certification/license or journeyman level status in the following areas preferred: basic electrician, basic HVAC repair, HVAC environmental control certification (freon gas recovery), basic plumbing, or general contractor license.

Responsibilities

  • Oversees all construction activities, including planning, estimating, material selection, bidding, permitting, and scheduling.
  • Develops scopes of work, project timelines, and ensures compliance with building codes, safety standards, and program requirements.
  • Coordinates staff schedules, monitors repair/remodel progress and participates in hands-on work as needed.
  • Provides technical support to the Restoration Project Coordinator and contractors, resolving major issues and coordinating with inspectors and funders.
  • Monitors contractor performance, quality control, and ensures work meets or exceeds professional standards.
  • Reviews and approves program expenditures; prepares required documentation and construction progress reports.
  • Tracks compliance with Section 3, Davis-Bacon, and MWBE participation requirements, as applicable.
  • Leads staff meetings on assignments, program policies, and procedures.
  • Assists in preparing program proposals and responding to external audits or monitoring findings.
