We are seeking a Resource Analyst to provide expert-level Resource Analyst leadership and strategic financial management on a NASA contract in Greenbelt, MD. Job Description: Provide expert-level Resource Analyst leadership and strategic financial management for the DAVINCI project.

Requirements

  • Strong Microsoft Excel skills, including pivot tables, basic logic functions, and linking spreadsheets. Experience with Power BI would be considered a plus.
  • Strong Microsoft PowerPoint skills
  • Experience with GSFC Financial Systems, including SAP, BOBJ (Business Objects), Contractor Cost Reporting System, Funds Control System (FCS2), iWAPP, CONCUR, and CORTS is desired.
  • Must have the ability to balance multiple priorities and produce quality work efficiently.
  • Must be able to work independently without constant direct supervision or guidance; as well as ability to collaborate with teammates.
  • Must have excellent analytical skills. Ability to drill down into reports to find details; ability to find, fix and explain errors in large data reports; ability to gather and analyze a variety of information.
  • Individual must meet government NAC and citizenship/permanent residency requirements for access to NASA GSFC. Extensive background investigation will be performed as a requirement of the job. Some travel may be required.
  • Bachelor’s Degree and a minimum of 10+ years of financial experience.

Nice To Haves

  • Experience with Power BI would be considered a plus.
  • Experience with GSFC Financial Systems, including SAP, BOBJ (Business Objects), Contractor Cost Reporting System, Funds Control System (FCS2), iWAPP, CONCUR, and CORTS is desired.
  • Experience with mission developmental phases B/C/D is a plus.
  • Experience with managing mission reserves and risks is highly desired.
  • NASA and/or GSFC and/or DAVINCI project experience is a plus.

Responsibilities

  • Provide full-time Resource Analyst support to the Deep Atmosphere Venus Investigation of Noble gases, Chemistry, and Imaging (DAVINCI) Project.
  • Develop and execute comprehensive budgets through Program Planning and Budget Execution (PPBE) exercise, as well as annual phasing plan exercise
  • Independently manage and oversee complex program contracts and support services contracts
  • Lead monitoring of prime contracts and subcontracts, developing sophisticated cost trending analyses and providing executive-level recommendations
  • Individual will fund project contracts and task orders in accordance with approved PPBE and Phasing Plans. Ensure that costs do not exceed obligations throughout the fiscal year and tasks are funded appropriately at all times.
  • Expedite requirements gathering and documentation for procurement activities and monitor through the Goddard procurement system to ensure timely, complete and efficient purchase request packages that meet the project objectives.
  • Collaborate with senior Product Development Leads (PDLs) and NASA technical leadership to develop strategic grassroots budgets and comprehensive Basis of Estimates (BOEs) for full lifecycle cost exercises
  • Track and analyze NASA 533 reports (plans and actuals) from major contractors and report variances, cost trends and concerns to project management.
  • Develop and present comprehensive financial forecasts using historical data
  • Execute budget distribution at other NASA Centers (MSFC, JPL, APL, ARC, JSC, LaRC) through Program Office.
  • Manage cost risk including but not limited to Cost Threat/Lien/Encumbrance initiation, estimate probabilistic cost, attend risk meetings, and monthly reporting on Cost Threats/Liens/Encumbrances.
  • Utilize MS Excel and various GSFC Financial Systems to prepare financial data and reports used for monthly status reviews and reporting requirements, as well as ad hoc reports requested by management.
