About The Position

AECOM is seeking a highly talented Senior Regulatory Specialist and Project Manager for immediate employment within our Northern California Natural Resources team. This hybrid position will be based out of our Oakland, CA office. This position would support numerous natural resource projects in California. The Northern California Natural Resources Group employs a staff of over 50 wildlife biologists, botanists, wetland specialists, and permitting specialists, and the team primarily supports transportation, utilities, infrastructure, and restoration projects. In this role, you will strategize permit approaches and solutions with clients for small- to large-sized projects, lead complex waters and/or species-related permitting efforts, and coordinate with resource agency staff.

Requirements

  • Bachelor’s Degree in related field (biology, ecology, or project management/controls).
  • 6 years of relevant experience or demonstrated equivalency of experience and/or education in project management and preparing regulatory documents within nautrual resources.
  • Valid U.S. Driver's license is required and must be able to safely drive to job sites as needed.
  • Due to the nature of the work, US Citizenship is required.

Nice To Haves

  • Master’s Degree in related field (biology, ecology, or project management/controls) preferred.
  • 10+ years of experience in preparing regulatory documents.
  • Significant project management experience.
  • Experience with California and federal regulatory processes, including experience with coastal permitting (BCDC/CCC).
  • CEQA/NEPA experience.
  • Experience working on transportation and utility projects in Northern California.
  • Experience with career development of junior and mid-level staff.
  • Prior successful marketing/business development experience is highly desired.

Responsibilities

  • Independently manages project teams to prepare large, complex natural resources documents such as Biological Technical Reports, Biological Assessments, 404/401/1602 Permit Applications, 2081 Permit Applications, and Habitat Conservation Plans. Operates as primary author or senior reviewer as appropriate.
  • Manages projects with large-scale field efforts and intensive schedules.
  • Manages large-scale compliance projects requiring adherence to permit conditions.
  • Performs project management duties such as forecasting, tracking, accounting updates, invoicing, progress reports, and scheduling.
  • Reviews contracts for understanding of scope, fee, schedule, and deliverables, and all other contractual obligations.
  • Monitors and analyzes project costs, commitments, accruals, and changes, and takes corrective action where necessary.
  • Operates as primary point of contact for clients and resource agencies on projects.
  • Performs client management duties such as recurring status meetings, milestone check ins, and day-to-day interfacing.
  • Focuses on supporting career development of junior individuals in the practice.
  • Prepares or contributes to competitive proposals and participates in interviews with large or small teams for a variety of clients.
  • May contribute to growth of department through marketing pursuits including proposal preparation, interviews, and business development.
