Job PurposeThe Senior Quantity Surveyor (SQS) is a key commercial role within National Grid’s New York Electric Major Projects organization. This role provides cost management across a portfolio of high‑value, complex electric transmission and substation infrastructure programs. The SQS ensures cost are controlled, protects National Grid’s commercial interests, and ensures predictable, value‑focused outcomes throughout the project lifecycle. You will partner closely with Project Managers, Engineering, Construction, and external contractors to deliver transparent and efficient progress validation and change order management.

Requirements

  • Bachelor’s degree in Construction Management, Engineering, or related field
  • OR
  • Associates degree in Construction Management, Construction Technology, Estimating or related field PLUS 4+ years’ experience in construction change management or project controls, preferably within utilities, energy, or major infrastructure.
  • Understanding of major project cost control, contract administration, and/or construction management.
  • Experience with DBB and EPC, or similar contract frameworks.
  • Proficiency in cost management tools.

Nice To Haves

  • Experience with Procore Construction Management software, P6 Schedules and use of AI.
  • Background in transmission, substation, distribution, or grid‑modernization programs.

Responsibilities

  • Under the direction of a Lead Quantity Surveyor, this role will coordinate cost validation and change management for assigned major capital projects, ensuring compliance with National Grid contract terms and requirements.
  • Review field performance of change work to ensure accuracy of change costs and time associated with execution of change work. Ensure field accuracy in pricing workbook unit usage, volumes and counts for change work and against contractor estimates.
  • Direct Quantity Surveyors assigned to specific projects and ensure cost validation and contract change management processes are followed for major projects.
  • Ensure field verification and reporting on change orders for contract compliance, pricing accuracy, timely submission, and proper supporting documentation.
  • Support the negotiation of change orders and commercial settlements.
  • Monitor cost and highlight variances based on trends and benchmarking.
  • Coordinate with Construction and Project Management to ensure accurate quantification of work done.
  • Provide field documentation and reporting to support formal notices of non-compliance.
  • Submit regular reporting on project activity per contract award requirements.
  • Respond to and comply with audit and second line assurance requests.
  • Utilize schedule reporting from Project Controls and Construction stakeholders to validate change orders and analyze need for use of contractual remedies.
  • Build strong working relationships with internal teams, including Construction Supervisors, Project Managers and Project Controls.
  • Ensure consistent communication and alignment across project and commercial teams.
  • Promote best practices and lessons learned for contract change management across the New York Major Projects portfolio.
  • Mentor Quantity Surveyors and support capability development within the Commercial function.
  • Develop effective relationships with Contractors, to drive cost efficiencies for the New York Major Projects portfolio
  • Review assignments of Quantity Surveyors and status of pending workload.
  • Review contract documents & drawings, specifically project technical scope, resource requirements and schedule to understand what is contractually obligated.
  • Review daily reports and identify any potential issues that may result in a dispute.
  • Coordinate and collaborate with Project Managers, Project Controls and Construction Supervisors on change work. Ensure change work is being tracked according to contractual requirements.
  • Document activity against change work including resources, equipment, time and material.
  • Report any community risks, environmental or safety non-compliance to Construction Supervisor as it occurs. Support any non-compliance, remediation, IA’s, assessments with any observed reporting.
  • Perform field analysis of schedule against contractual requirements. Report to Project Manager, Project Controls and Construction Supervisor any schedule risks against critical path and overall schedule.
  • Utilize the IMS system to provide Contractor Evaluation reporting for Contractor Performance.
