The Senior Quality Assurance (QA) Analyst will work with the Continuing Medicaid Eligibility Modernization initiative team to establish and execute QA tasks for evaluating vendor processes and deliverables against quality criteria, identifying issues and making recommendations for improvement over the duration of the project. The Senior QA Analyst will support the definition, planning, reviews and coordination of QA activities related to the project. This individual will review contract specifications, be involved in vendor management, coordinate hardware/software sourcing and ensure compliance with federal and state standards. This person will be responsible for reviewing budget burn down and compliance with fiscal responsibilities.

  • Lead the establishment of QA processes and procedures to support the Continuing Medicaid Eligibility Modernization initiative
  • Review processes and artifacts to identify and document QA issues and recommendations relative to the implementation and maintenance of the Medicaid Transformation initiative vendor deliverables
  • Review vendor project artifacts throughout the system development life cycle for quality, compliance, and completeness, documenting the observations and findings using standard checklists and comment matrices
  • Artifacts reviewed include, but are not limited to: Project Estimates, Deliverable Expectation Documents (DEDs), Requirements Documents, Technical Design Documents, Test Packages, Change Requests, Service Level Agreements (SLAs), Test Plans, Scenarios and Results, Transition Plans, Billing Invoices and any other artifacts as required
  • Budget oversight including burn down, invoice review and submission, expenditure tracking
  • Compliance oversight including ensuring that all federal and state standards are met
  • Audits include internal audits or Department and vendor functions, processes and reports
  • Create reports showing quality analytics, root causes, corrective actions and process effectiveness
  • Other tasks as assigned by the client
  • Eight (8) or more years of quality assurance experience conducting reviews of various system development life cycle artifacts, deliverables and processes in a health care environment
  • Minimum five (5) years of experience in assessing technical proposals against best practices
  • Minimum five (5) years of experience in assessing level of effort and project estimates against a proposal and recommend acceptance or rejection
  • 50% on site in Albany, NY
  • Undergraduate degree or equivalent combination of educations and work experience
  • Familiarity with Microsoft applications including Office, SharePoint and Teams
  • Familiarity with SDLC waterfall and agile methodology
  • Experience with writing and/or reviewing requirements, project artifacts and/or deliverables
  • Ability to communicate clearly, both verbally and in written form, to collaborate and engage as a high performing team member with the QA team and client representatives
