About The Position

TeleSolv is seeking a Senior Proposal Manager / Senior Proposal Writer to drive high-stakes, competitive proposal efforts from strategy to submission. In this role, you will lead the full proposal lifecycle—shaping win themes, orchestrating schedules, facilitating color team reviews, and translating complex technical solutions into clear, persuasive narratives. You will partner closely with capture, technical, and executive stakeholders to ensure every proposal is compliant, compelling, and positioned to win in a highly competitive federal marketplace. In close partnership with Capture and BD, you will translate strategy into differentiated win themes, align price and technical approaches, and drive the team to deliver on time and on message.

Requirements

  • Proven record managing and writing winning Federal proposals—from fast‑turnaround task orders under IDIQs to complex, competitive pursuits >$50M across Fed/Civil and DoD.
  • Working knowledge of the FAR and government contracting processes; comfort deconstructing Section L/M into actionable plans.
  • Mastery of Microsoft Word, Excel, PowerPoint, Project; Visio; SharePoint; Adobe.
  • A steadiness under pressure, meticulous organization, and a “can‑do” bias for solving hard problems.
  • Exemplary written and verbal communication; portfolio of technical and management narratives that read with clarity and authority.

Responsibilities

  • Lead proposal efforts from concept to green/red/pink reviews through final production and submission.
  • Author clear, compelling responses to RFPs, RFIs, and Sources Sought; ensure strict compliance while telling a differentiated story.
  • Partner with Capture and BD to develop win themes, discriminators, and price/technical alignment; build outlines, compliance matrices, and schedules that keep teams on time and on message.
  • Conduct pre‑proposal research: customer and competitor analysis, stakeholder mapping, and intelligence gathering; attend government workshops and industry days to refine strategy.
  • Manage kickoffs, color team reviews, and executive readouts; translate feedback into crisp revisions and final narrative coherence.
  • Curate and maintain a living content library—past performance, resumes, contract profiles, graphics, and reusable components—without letting templates dull originality.
  • Collaborate with designers to turn complex ideas into simple, high‑impact graphics.
  • Secure lessons‑learned after each submission and roll improvements into the next pursuit.
  • Juggle multiple concurrent proposals while keeping standards high and the tone confident, precise, and human.
