About The Position

ITility s seeks a talented Senior Proposal Manager (FEDSIM/DoD Specialist) to lead the development of complex, multi-million dollar proposals for the Department of Defense. You will be the primary lead for our highest-priority FEDSIM pursuits. Unlike standard written bids, you will be responsible for orchestrating "Best Value" submissions that include written volumes, oral presentation slide decks, and video-recorded technical demonstrations. You will translate capture strategies into high-scoring, compliant proposals that clearly articulate our technical and management superiority. This is a hybrid role with 2-3 days per week onsite in Chantilly, VA. Requirements

  • Experience: 8–12+ years of Federal Proposal Management experience, with a documented history of leading 2+ major FEDSIM wins ($100M+).
  • Process Mastery: Expert-level knowledge of the Shipley proposal process or similar formal methodologies.
  • Technical Savvy: Ability to interview technical SMEs and translate complex engineering/IT concepts into "evaluator-friendly" prose.
  • Communication: Exceptional editorial skills and the ability to command a room during high-pressure proposal stand-ups.
  • Software: Proficiency in Microsoft Office (specifically Word styles and PowerPoint), Adobe Acrobat, and collaborative tools like SharePoint or Privia.

  • Demonstrated experience supporting USSOCOM bids.
  • Experience supporting proposals for OCONUS work.
  • PMI Program Management Professional or Association of Proposal Management Professionals.

Responsibilities

  • Full-Lifecycle Management: Lead the proposal process from pre-RFP planning (kick-off, storyboarding) through submission and post-submission (B&P budget management, lessons learned).
  • FEDSIM Strategy Execution: Oversee the unique FEDSIM requirements, specifically the development of "Orals" (oral presentations) and technical scenario responses.
  • Compliance & Quality: Create and maintain the compliance matrix, annotated outlines, and proposal schedules to ensure 100% responsiveness to Section L & M.
  • Orals Coaching: Facilitate rehearsal sessions, coach Subject Matter Experts (SMEs) on presentation delivery, and manage the production of high-impact graphics and video components.
  • Color Team Leadership: Plan and lead Pink, Red, and Gold Team reviews; adjudicate comments and ensure the final product is "Blue-rated."
  • Team Coordination: Manage a diverse team of proposal writers, graphic designers, desktop publishers, and subcontractors under tight, immovable deadlines.
