About The Position

Opportunity : We are hiring for a highly experienced Senior Project Planner to provide technical direction and assist with managing a team of urban/environmental planning professionals and technicians on large projects, or on several smaller projects or studies, involving the development of plans for the utilization of land and physical facilities of cities, counties, and metropolitan areas. Responsible for the technical excellence of the tasks and analyses performed, regulatory compliance, and for on-schedule completion within or below budget in accordance with contractual obligations. Assists the Project Manager in preparing Project Management Plans, Project Control Statements, and Quality Control files for annual QA project audits. This is a full-time hire role, hybrid as needed to report to our Corona, CA office and allows for full remote based working in California.

Requirements

  • 4-year degree in Urban/Environmental Planning or related field and 20 years or more of related work experience.
  • Extensive experience and knowledge of CEQA and NEPA regulations for environmental planning is required.
  • Extensive working knowledge and proficiency in application of project and staff management principles.
  • Expert knowledge of urban/environmental planning practices and procedures, inclusive of CEQA and NEPA regulations.
  • Proficiency in utilizing PC and various software packages typically used in urban/environmental planning assignments is required.
  • Also requires excellent written and oral communication skills, a thorough understanding of local statutes and environmental rules and regulations, and the proven ability for performing in a supervisory capacity on a project.

Responsibilities

  • Manage the Environmental Requirements for major projects
  • Report, in person, to the Parsons Corona office 2 to 3 days a week or as required
  • Required: familiarity with Caltrans District 8 environmental procedures and Standard Environmental Reference website
  • Maintain close coordination with Caltrans District 8 Environmental Staff, Contractor environmental staff and construction staff
  • Experience with Resource Agency Coordination and securing regulatory permits
  • Ensure Contractor abides by Technical Provisions for the contract
  • Provide oversight (review/perform quality checks) of contractor-prepared deliverables
  • Spot check field activities to ensure compliance with environmental measures
  • Oversight of the Project Environmental Commitments Record
  • Advise on activities that would require a Revalidation to be completed.
  • Attend meetings and prepare meeting minutes as required to support the environmental activities
  • Overseeing other environmental support staff for the Project
  • Other task as required
