The Planning group provides fully integrated planning and management as well as project development services for our clients. The Senior Project Manager will lead and shape high-impact multimodal policy, planning, and programming work across the Mid-Atlantic, advancing statewide strategies that integrate long-range and corridor planning, performance-based programming, asset management, safety, resiliency, and capital investment prioritization. This role partners closely with the North Carolina Department of Transportation, Virginia Department of Transportation, West Virginia Department of Transportation, and Maryland Department of Transportation and may also support initiatives with the Federal Highway Administration and the National Cooperative Highway Research Program to influence transportation policy, research, STIP/TIP development, and enterprise-level programming decisions—helping define how statewide transportation systems are planned, funded, and delivered. The Senior Project Manager will have strong relationships and qualifications within the state DOT market and a demonstrated history of collaboration across policy, planning, and programming divisions. The Senior Project Manager collaborates with other technical leaders and project managers across business units to develop integrated technical approaches and serves as a company-wide resource in state DOT processes and investment strategy. They train, manage, and mentor junior staff and motivate multidisciplinary teams and subconsultants to deliver work products on time and within budget. The Senior Project Manager develops collaborative relationships with current and prospective clients across the Mid-Atlantic state DOT market—including NCDOT, VDOT, WVDOT, and MDOT—proactively identifies future policy and programming opportunities, and leads teaming negotiations with other consulting firms as part of proactive and reactive marketing efforts.
