About The Position

The Senior Project Manager (SPM) performs a wide variety of tasks related to planning and developing affordable housing for Tenderloin Neighborhood Development Corporation (TNDC). The SPM is under the general direction of the Vice President of Real Estate (VPRE), the Director of Housing Development (DHD) and/or Associate Director of Housing Development (ADHD). With minimal direction from their supervisor, the Senior Project Manager coordinates and implements all activities relating to project development from feasibility analysis through completion of construction. Requirements

  • High degree of independence, initiative, responsibility, and accountability.
  • Substantial experience and in-depth knowledge of complex private and public debt financing and equity for typical affordable housing development projects.
  • Substantial experience with and knowledge of design issues and construction materials and methods.
  • The capacity to exercise considerable independent judgment over typical acquisition, financing, construction, and design issues.
  • The ability to supervise; the ability to work with and lead a wide variety of individuals and groups.
  • The capacity to manage multiple projects independently.
  • Well-developed oral, written, and public speaking skills.
  • Ability to effectively manage time (schedules, deadlines, etc.) and paper (forms, documents, etc.).
  • Excellent interpersonal and organizational skills.
  • Ability to remain in a stationary position for extended periods while working at a computer.
  • Ability to move about inside the office and between onsite meetings at various TNDC properties.
  • Ability to operate a computer, phone, and standard office equipment.
  • Occasional lifting of materials weighing up to 25 lbs. (files, laptops, binders).
  • Ability to travel to TNDC properties, external meetings, and training locations throughout San Francisco and the Bay Area.
  • Ability to coordinate eyes, hands, and fingers in performing word processing, writing, reading, and similar tasks.
  • Visual acuity is necessary to review documents.
  • Hearing acuity sufficient to use telephone and communicate with tenants, and staff.

  • Three (3) to five (5) years of experience in affordable housing development project management.
  • A bachelor's degree in urban planning and policy, Urban Studies, Planning, Geography, Sustainable Environmental Design, or similar related field
  • An advanced degree can be substituted for a year of experience.

Responsibilities

  • Oversees development of two or more projects, ranging from ground-up new construction to acquisition/rehabilitation to portfolio rehabilitation projects.
  • Procures construction and permanent financing for developments from conventional, public and quasi-public sources.
  • Organizes, coordinates, documents and facilitates escrow closings.
  • Solicits and coordinates the work of non-construction-related project consultants, including legal, finance, and property management consultants.
  • Negotiates and finalizes contracts.
  • Obtains construction, architectural and other project approvals from planning and building departments and other regulatory agencies.
  • Prepares and monitors development and construction budgets.
  • Prepares, updates, and adheres to project timelines and schedules.
  • Prepares and implements relocation plans for occupied rehabilitation projects.
  • Coordinates bid and qualifications processes to select construction-related consultants, including architects, general contractors and construction consultants.
  • Monitors contract compliance.
  • Oversees project design development; supervises preparation of project plans and specifications.
  • Prepares construction and design-related cost estimates.
  • Processes requests for payment and monitors costs related to design and construction.
  • Oversees the construction process including compliance with local government and lender requirements.
  • Performs site inspections.
  • Recommends decisions regarding and processes changes order requests.
  • Processes pay application and loan disbursement requests.
  • Assure compliance with plans and specifications.
  • Works with Property Management, Tenant and Community Services, Asset Management, and tenants/community members in the design and development of projects.
  • Oversees development and implementation of required hiring/contracting programs.
  • Conducts due diligence tasks to safeguard the organization’s investments and corporate integrity.
  • Performs outreach duties and public relations work as needed; attends neighborhood and community meetings; acts as a liaison between TNDC, its consultants, vendors, partners and the community.
  • Participates in City/County policy planning and advocacy efforts.
  • Meets with and reports to the ADHD on a regular basis to discuss issues associated with the development process.
  • Provides periodic development reports to Associate Director or Director of Housing Development including major risks and mitigants; attends TNDC’s Board and Housing Development Committee meetings as required to report on project status.
  • Undertake tasks as may be assigned by the Associate Director or Director of Housing Development or the Chief Executive Officer, Chief Operating Officer, Chief Financial Officer.
  • Supervises Housing Development staff, typically 1-2 full time employees at the Assistant Project Manager (APM) or Project Manager (PM) level.
  • Prepares and carries out annual Performance Plans for themselves and staff under their supervision.
  • Oversees a development portfolio of several projects, monitoring and documenting high-level decisions, risks and mitigants, budgets, and schedules in order to ensure costs and risks to the organization are kept in check.
  • Initiates and evaluates new development opportunities in support of the Housing Development team’s business development strategy.
  • Identifies potential project sites and performs analyses related to the acquisition of property.
  • Coordinates the negotiation of the purchase agreements and performs economic and non-economic feasibility analyses for each project under consideration.
  • Supports Housing Development leadership in implementation of annual Strategic Plans, including project management of distinct projects that will support the department’s strategic growth, efficiency, and sustainability.
