About The Position

This is advanced professional, technical, and administrative work involving the planning, management, and oversight of complex water and wastewater treatment plant projects, including new facilities, expansions, and rehabilitation of existing infrastructure. An employee in this position serves as a senior-level project leader and owner’s representative responsible for managing all phases of project delivery—from planning and design through construction and closeout. Work includes extensive coordination with consultants, engineers, contractors, regulatory agencies, and internal stakeholders. This role requires significant independent judgment and decision-making and includes responsibility for reviewing, managing, and directing engineering design and facility construction efforts for water and wastewater treatment facilities. The position may be filled by a Professional Engineer or a highly experienced Project/Construction Manager with extensive background in treatment plant design and construction. Work is performed under general administrative direction and is reviewed through reports, conferences, and results obtained.

Requirements

  • Bachelor’s Degree in Civil, Environmental, or Mechanical Engineering, Construction Management, or a closely related field.
  • Minimum of eight (8) years of progressively responsible experience in project management, design, or construction of water/wastewater treatment facilities.
  • Extensive knowledge of water and wastewater treatment plant design, construction, and rehabilitation.
  • Extensive knowledge of engineering principles related to civil, environmental, and/or mechanical systems in utility infrastructure.
  • Strong knowledge of project management principles, including budgeting, scheduling, and contract administration.
  • Thorough knowledge of applicable regulatory requirements (e.g., FDEP, EPA, local permitting).
  • Ability to review and evaluate complex engineering plans, specifications, and technical reports.
  • I have an ability to identify design deficiencies, constructability issues, and operational impacts.
  • Ability to manage multiple large-scale, concurrent projects.
  • Ability to make sound engineering and project decisions with a high degree of independence.
  • Strong communication skills, including the ability to present technical information to non-technical audiences.
  • Ability to establish and maintain effective working relationships with consultants, contractors, regulatory agencies, County staff, and the public.
  • Ability to lead multidisciplinary teams and provide technical direction.
  • Valid Florida Driver’s License
  • Strong interpersonal and communication skills to interact effectively with stakeholders.
  • Excellent organizational abilities to manage multiple tasks and deadlines.
  • Self-motivated, with the ability to work independently and take initiative.
  • Perform additional project controls related duties as required.

Nice To Haves

  • Licensed as a Professional Engineer (P.E.) in the State of Florida.
  • Project Management Professional (PMP) or Construction Manager (CCM) certification.
  • Experience with treatment plant design and rehabilitation projects for public utilities.
  • Experience working with Florida regulatory agencies (e.g., FDEP).
  • Experience in public-sector capital improvement programs.
  • P.E. license strongly preferred for candidates performing engineering design reviews.

Responsibilities

  • Manage and oversees design and construction of water and wastewater treatment plants, including new plants, upgrades, expansions, and rehabilitation projects.
  • Acts as the County’s representative for all project phases, including planning, design review, permitting, procurement, construction, and commissioning.
  • Provides technical oversight and review of engineering designs, plans, specifications, and reports for treatment plant projects.
  • Coordinates with County Staff, Stakeholders, and SMEs, as well as contracted consulting engineers, construction managers, and contractors to ensure compliance with project requirements, regulatory standards, and industry best practices.
  • Leads project development activities including scope definition, budgeting, scheduling, and risk management.
  • Reviews and manages plant process design elements (e.g., treatment systems, pumping, storage, residuals handling).
  • Oversee permitting and regulatory coordination with agencies such as the Florida Department of Environmental Protection (FDEP) and other applicable entities.
  • Conducts constructability reviews and value engineering analyses to optimize project delivery.
  • Monitors project schedules, budgets, and performance; identifies and resolves issues impacting cost, schedule, or quality.
  • Reviews and approves contractor pay applications, change orders, and consultant service authorizations.
  • Leads or participates in pre-design, pre-construction, and progress meetings.
  • Ensures compliance with contract documents, technical specifications, and regulatory requirements.
  • Prepares and presents reports, recommendations, and project updates to senior leadership, boards, and stakeholders.
  • Performs related work as required.
