The Technology Solutions Department is actively seeking a Senior Project Manager. The IT Senior Project Manager (SPM) of the PMO functions as the over-arching person responsible for the direction, coordination, implementation, execution, control, and completion of approved IT projects for the City of Jacksonville. The SPM mentors and assists PM's with projects in order to solidify processes and communication throughout the project lifecycle. The SPM is responsible for professional communication with customers, stakeholders, product, and operations managers as well as senior and executive level management. The Senior Project Manager is responsible for driving all aspects of multiple, cross-functional projects. The SPM must identify and request the required resources to build a cohesive project team, clarify the goals of each project, and keep all team members focused on the business objectives in order to drive success. The SPM is responsible for the management of one or more medium to large-sized, moderately to highly complex projects. The SPM has input to the ongoing financial elements including regular financial tracking and reporting to leadership, advising on procurement strategies to minimize expenditures, guarantee optimal pricing, and confirm accurate invoicing. The SPM may be responsible for providing vendor/supplier management on assigned projects ensuring supplier provides the expected services and conforms to the agreed upon deliverables. The SPM manages various and multiple types of IT projects including and across software development, infrastructure, service delivery, etc. employing the appropriate SDLCs (Waterfall, SCRUM, Agile, etc.) while managing to Project Management Standards. Once a project is set in motion, individuals are expected to communicate major milestones, identify potential project risks, provide continuing direction to the project team, and conduct regular status meetings to review project activities. Furthermore, they are responsible for managing the prioritization procedures for changing scope (i.e., change management) and project acceptance procedures. Near the end of the project, they obtain formal customer acceptance of the project deliverables to ensure that project efforts meet customer expectations for contracted time, cost, and performance. Individuals serving in this role require proven skills in managing within a matrix organization. The SPM is responsible for the work output of the team members. This person will collaborate with the appropriate ITD Manager who is directly managing those team members on a regular basis. They also provide constructive feedback to teams as it pertains to project performance. Lastly, they are expected to provide the highest level of expertise in the application of the tools and techniques of the project management discipline.
