Requirements

• Bachelor’s degree in Civil Engineering (BSCE).
• California Registration as a Professional Civil Engineer.
• Minimum of 15 years of directly relevant experience, or 18 years of equivalent work in the industry.
• Local San Diego County and broader California experience preferred.
• Ability to sustain positive business relationships, obtain new work, and market civil engineering services.
• Active involvement in community and professional societies/organizations.

Nice To Haves

• At least 5 years of management experience supervising technical staff.
• Demonstrated leadership, team-building, and client relationship skills.
• Strong leadership and supervisory ability with proven mentoring/training experience.
• Working knowledge of strategic planning, resource allocation, and project delivery.
• Skilled negotiator with proven client and agency interaction experience.

Responsibilities

• Manage construction bid documents, contracts, project schedules, and budgets.
• Prepare contracts, fee proposals, and scopes of work for both private land development and public works projects.
• Conduct conceptual and preliminary design studies including land use, zoning, site constraints, infrastructure, and regulatory issues.
• Prepare and process regulatory and public improvement plans.
• Perform constructability reviews and provide construction support services.
