About The Position

The Port Authority’s airports, ports, ferries, tunnels, bridges, bus terminals and rail transportation systems are among the region’s most important transportation facilities. As the first U.S. transportation agency to set a net-zero target for all greenhouse gas emissions, the Port Authority of New York and New Jersey is pursuing a variety of ambitious decarbonization and climate resilience initiatives. The Design Management Unit within the Engineering/Architecture Design Division serves a unique role within the Port Authority by providing multidisciplinary design coordination services for capital and operating projects by delivering in-house and consultant-led projects. Reporting to the Senior Design Manager for a given project portfolio and working closely with the Design Program Manager and Project Principal, the Senior Project Engineer is responsible for lead ing and coordinat ing multi-disciplinary design delivery teams comprised of Port Authority employees, consultants or both, for all assigned capital and operating projects spanning various stages of planning, design development and construction. The Senior Project Engineer will also manage specific aspects of the Engineering Architecture Design Division support services for alternate delivery projects and large redevelopment projects as assigned. This position is located at 4 World Trade Center in NYC.

Requirements

  • Bachelor's Degree in Engineering or Architecture from an accredited college or university
  • A minimum of 7 years’ experience in progressively more responsible positions managing a multidisciplinary team in delivering the design of transportation projects, including experience as a Lead Engineer/Architect.
  • Demonstrated leadership skills and experience managing a diverse workforce with varying work backgrounds, expertise , and levels
  • Demonstrated ability to understand and navigate a complex organizational structure
  • Strong interpersonal skills and the ability to be persuasive with staff at all levels
  • Valid driver’s license
  • Thorough knowledge of Construction Specification Standards and Contracting methods
  • Internal applicants must meet performance and attendance standards and have completed all probationary periods. The a pplicant’s attendance and job performance records will be reviewed in accordance with Port Authority policy

Nice To Haves

  • License to practice Engineering or Architecture in New York, New Jersey or both.
  • Demonstrated experience in establishing project plans, setting priorities, coordinating activities, handling multiple tasks simultaneously and delegating tasks and responsibilities that are multi-faceted and complex.
  • Proficiency in Microsoft Office, AutoCAD, Revit, PDPS, Primavera P6, SharePoint, eBuilder, SAP, WinTrak and Bluebeam Revu
  • Superior oral and written communication skills, strong interpersonal skills, and experience in problem solving, negotiation and conflict resolution
  • Experience managing a full-service, multi- discipline technical project team engaged in all phases of engineering design for transportation facilities
  • Rapid adaptability to new information, continuous improvement, changing conditions, or unexpected obstacles; and track record of acting decisively and effectively under pressure
  • Results oriented, with a strong customer focus
  • Strong knowledge of the Port Authority of New York and New Jersey Engineering’s delivery process including design and construction management, construction cost estimating and project budgeting and scheduling processes
  • Experience with alternative procurement strategies
  • Working knowledge of applicable building codes and laws governing design in the Port Authority of New York and New Jersey region

Responsibilities

  • For all project delivery methods Work with the Engineer of Projects and the Line Department Project Manager to develop and finalize the project scope of work, schedule , and Design Division services budget for approval.
  • Lead and coordinate technical project delivery in accordance with the approved project scope, schedule , and budget.
  • Responsible for technical project delivery in accordance with the approved project scope, schedule , and budget.
  • Responsible for the productivity and efficiency of the design team throughout the project lifecycle.
  • Manage consultant design services and audit services by Port Authority staff of design work, drawings and studies performed by consultants.
  • Schedule and lead design pr ogress meetings. maintain and manage Action Items for each project, and coordinate with other Senior Project Engineers, Project Engineers , and internal design stakeholders for synergies between projects.
  • For Design Bid Build projects Responsible for design team efforts and coordinating the work of all disciplines to ensure the prevention of design and contract document problems, including conflicts, interferences, and errors/omissions.
  • Assist the senior leadership as requested with oversight of design team efforts for large multi-disciplinary projects or programs.
  • Responsible for design team efforts to finalize, compile and issue bid documents, complete the QA/QC process and successfully obtain all signatures, necessary approvals and permits.
  • Responsible for assuring appropriate and responsive design team support services throughout Stage IV construction, including participation in meetings and site visits, timely RFI responses and submittal reviews, and preparation of PACCs when necessary.
  • For Alternate Delivery projects Assist the senior staff within the unit with the coordination of technical aspects of the Design-Build solicitation documents, including preparation of compliant technical documents to support the development of a Basis of Design.
  • Perform ongoing monitoring and oversight of the technical design team, facilitating the expedited review and audit of design submissions, shop drawings and submittals, providing timely responses to Requests for Information.
  • Coordinate the work of the technical design team to ensure prescribed workflow strategies are being executed when processing submittals and Requests for Information for an assigned subset of the alternate delivery project.
