About The Position

AMERICAN SYSTEMS is an employee-owned federal government contractor supporting national priority programs through our strategic solutions in the areas of Information Technology, Test & Evaluation, Program Mission Support, Engineering & Analysis, and Training. As a Senior Programmatic SME with AMERICAN SYSTEMS, you will have the opportunity to do the following: Lead or collaborate with teams of software developers, data engineers, program managers, and business analysts—to deliver complex mission objectives. Drive collaboration and accountability to ensure timely and high-quality outcomes. Facilitate financial planning, resource allocation, and cost control to meet strategic objectives and compliance requirements. Apply DHS Acquisition Lifecycle (ALF) principles to create critical documentation such as Statements of Work (SOW), Independent Government Cost Estimates (IGCE), and requirements specifications. Ensure compliance with federal acquisition standards. Define comprehensive project scopes and deliverables for high-value contracts under tight timelines. Coordinate technical requirements and documentation to ensure successful execution. Support cradle-to-grave program processes, including strategic planning, budget formulation, and procurement execution for on-premise and cloud-based infrastructures. Align resources with mission priorities. Implement agile methodologies using the Scaled Agile Framework (SAFe) to manage incremental development. Foster continuous improvement and adaptability across teams. Utilize Atlassian tools (Jira, Confluence) or similar platforms to enforce workflow policies, track progress, and maintain transparency across software development initiatives. Maintain quality assurance standards through Quality Management Systems (QMS). Reduce operational risks and ensure consistent service delivery. Conduct testing and evaluation to validate system performance and reliability. Apply rigorous quality management practices to meet mission-critical requirements. Build and sustain executive-level stakeholder relationships to drive consensus and resolve conflicts diplomatically. Communicate effectively to align priorities and expectations. Support federal-specific financial processes, including budget formulation, justification, and execution. Guarantee adherence to regulatory standards and optimize fiscal performance.

Requirements

  • U.S. Citizenship Required
  • CBP BI or Top Secret Clearance is required.
  • Bachelors degree with 12+ years of experience; Masters desired
  • Excellent writing, communications, and briefing skills.
  • Demonstrates initiative, sound judgment, and effective decision-making.
  • Skilled in planning, organizing, and prioritizing tasks.
  • Detail-oriented, self-motivated, and experienced supporting senior Government leaders and technical/business professionals.

Nice To Haves

  • Desire experience with Department of Homeland Security, Customs Border Protection.
  • Understanding the Systems Engineering and Acquisition Lifecycles at DHS, CBP preferred (e.g., ALF, MD-102).
