About The Position

The Senior Program Subcontracts Specialist serves as the lead subcontracts representative, overseeing multiple high-impact programs. This role is responsible for the end-to-end management of complex subcontracts, including the preparation and administration of RFPs/RFIs, cost/price analysis, and supplier selection in alignment with engineering, quality control, customer, and regulatory requirements.The The Senior Program Subcontracts Specialist ensures full compliance with FAR/DFAR and corporate policies, develops negotiation strategies, and establishes subcontractor terms to safeguard company interests. Acting as the primary supply chain liaison, the incumbent coordinates with program offices and cross-functional teams to resolve issues, monitor supplier performance through tools like EVMS and WBS, and drive continuous improvement initiatives. The Senior Program Subcontracts Specialist plays a critical role in risk mitigation, program reporting, and ensuring that subcontractors meet all schedule, technical, and compliance requirements.

Requirements

  • Master’s degree preferred Bachelor’s degree required or equivalent work experience
  • 5–8+ years of experience in subcontracts, procurement, or contracts administration, preferably within a government contracting environment or a highly regulated industry.
  • Strong knowledge of contracting suppliers for building of products IAW SOWs and Specifications.
  • Strong knowledge of BaaN ERP System with respect to Purchasing, Planning, and Inventory Management.
  • Strong organization skills are essential to success in position.
  • Quality assurance systems and methods.
  • Strong communication skill both verbal and electronic.
  • Aware of technical aspects associated with the production of the goods to be produced.
  • Strong program/project management experience.
  • FAR/DFAR - strong working knowledge.
  • Ability to independently complete complex Cost/Price analysis.
  • Aerospace, Military or similar industry.
  • Knowledge of FFP, CPFF, T&M, and IDIQ contracts.

Responsibilities

  • Lead Subcontracts Representative for multiple programs in the Integrated Solutions division.
  • Prepare RFPs, RFIs, and manage proposal compliance, including the ability to independently perform complex Cost/Price analysis of supplier proposals.
  • Analyze procurement data and select subcontractors to provide requested items, assuring their ability to comply with specified requirements defined by the Program, including engineering, quality control, customers, government agencies and the company.
  • Provide blueprints, drawings, layouts, SOWs or other specifications for specialized materials and services.
  • Place subcontracts/purchase orders/ letter subcontracts of medium/high complexity in accordance with all required (FAR/DFAR) regulations, corporate compliance requirements, regulations and IAW Customer requirements flowed via SSOW, PWS etc.
  • Review and or establish subcontractor terms and conditions that are in compliance with ESA and or Customer terms and conditions.
  • Develop and direct negotiation strategy for subcontracts and provide any additions, deletions, or modifications necessary to produce specified product, taking into account legal implications affecting the company.
  • Interface with support groups to ensure subcontractor questions and or issues are resolved, enabling the subcontractor to adhere to overall requirements and schedules.
  • Coordination of overall activities of subcontractors is paramount to ensure priority of activities and scheduled events are completed.
  • Administration of subcontracts for compliance with provisions set forth.
  • Monitor subcontractors’ performance through progress reports such as EVMS and WBS and on-site supplier visits.
  • Acts as the main supply chain focal point for supported programs and coordinates with the program office and other cross-functional teams to ensure that all supply chain commitments are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers.
  • Participate in and promote improvement initiatives and activities with subcontractors and within the Supply Chain Management organization.
  • Participate in the preparation and delivery of Program reviews and briefings to internal Management and external customers.
