About The Position

Hughes Marino is a nationally recognized, award-winning corporate real estate advisory firm specializing in representing occupiers, never landlords. Our Construction Project Management practice serves as owner's representative and third-party CM for some of the most dynamic companies in the country, guiding clients through complex projects with independent, conflict-free expertise. We are currently seeking a Senior Program & Project Controls Manager to join our Irvine team, supporting a growing portfolio of office, industrial, advanced manufacturing, and defense technology projects. As Senior Program & Project Controls Manager, you will be the controls authority on a program of significant scale, owning schedule, cost, risk, and PMIS under one roof. You will work from the owner's side, creating the systems and reporting frameworks that keep a complex portfolio on track and give executive stakeholders the clarity they need to make confident decisions. This is a high-visibility role with real breadth of responsibility and direct exposure to senior client leadership.

Requirements

  • 10+ years of experience in program or project controls within a complex capital construction environment
  • Proven experience developing, implementing, and managing project controls frameworks and PMIS platforms across multi-project portfolios
  • Strong command of CPM scheduling, earned value management, cost forecasting, and risk register management
  • Hands-on experience with Microsoft Project, Primavera P6, or equivalent scheduling software
  • Exceptional communication and stakeholder management skills in cross-functional teams; comfortable navigating and presenting to project teams, business line leaders, and C-suite audiences
  • Advanced proficiency in Microsoft Excel and Bluebeam
  • Self-directed and deadline-driven, with the ability to manage competing priorities in a fast-moving environment
  • Local candidates only: Orange County
  • Bachelor's degree required in Construction Management, Engineering, or a related field

Nice To Haves

  • Experience with Hardware Technology, Advanced Manufacturing projects, Secure/SCIF/ICD-705, and/or Maritime is a strong plus

Responsibilities

  • Own and enforce the project controls plan including schedule, cost, risk register, and reporting cadence
  • Monitor portfolio performance against program KPIs
  • Manage baseline and active project schedules across all projects in the portfolio
  • Maintain, update, and enforce scheduling standards consistently across all projects
  • Oversee PMIS governance, configuration, and performance; manage reporting and lead ongoing training efforts across the team
  • Drive executive alignment on priorities, changes, and risk exposure across the portfolio; integrate schedule, cost, and risk register data into executive-ready reporting
  • Sponsor continuous improvement of standards, templates, and tool adoption
