About The Position

We are looking for a Senior Program Manager to lead a large, impactful, digital services program in the government healthcare space, leveraging Lean, Agile, and value-driven approaches using Microsoft Power Platform in a collaborative delivery environment. This role is ideal for a candidate who thrives in a dynamic environment and is adept at navigating a complex and evolving work environment.? This position is contingent upon award.

Requirements

  • All candidates must pass public trust clearance through the U.S. Federal Government. This requires candidates to either be U.S. citizens or pass clearance through the Foreign National Government System which will require that candidates have lived within the United States for at least 3 out of the previous 5 years, have a valid and non-expired passport from their country of birth and appropriate VISA/work permit documentation.
  • Bachelor’s degree in a relevant field.
  • 8+ years of information technology experience, including 5 years of experience in a management or supervisory capacity, plus 3 years of experience in the functional area of the project to be managed.
  • 8+ years of experience managing large-scale Agile software development and modernization efforts, including low-code/no-code (LCNC) environments (e.g., Microsoft Power Platform), cloud-native architecture, and cybersecurity compliance.
  • Demonstrated experience in managing substantial teams (30-80+ people) in healthcare IT.
  • Proven ability in establishing new programs and teams, especially in high-demand environments.
  • Experience supporting application portfolio rationalization, transformation, and convergence initiatives.
  • Demonstrated experience using Lean, Agile, and value-driven delivery approaches.
  • Hands-on experience performing Agile development and SAFe roles.
  • Proficiency with low-code/no-code technologies, particularly the Microsoft Power Platform.
  • Passion for leading-edge innovation and commitment to process improvement.
  • In-depth understanding of engineering, data, user experience, and product management.
  • Business acumen with an entrepreneurial spirit to drive program success.

Responsibilities

  • Lead a large program in a fast-paced and evolving healthcare environment.
  • Assign and manage appropriate resources for all contract tasks and sub-tasks to ensure timely and effective execution.
  • Support the rationalization, transformation, and convergence of application portfolios using Lean, Agile, and value-driven approaches.
  • Perform Agile development and fulfill SAFe roles to support scalable, iterative delivery.
  • Design and deliver solutions using low-code/no-code technologies, with a focus on the Microsoft Power Platform.
  • Maintain clear organizational lines of authority, accountability, and escalation.
  • Oversee contract task management and administration, including scope, schedule, financials, and quality.
  • Establish and apply proven policies, processes, analyses, and best practices to support consistent delivery.
  • Track project milestones and maintain task-level risk and issue logs.
  • Provide regular status updates on progress, risks, issues, and milestones during scheduled meetings.
  • Maintain all tasks, risks, and issues in Jira (or an approved tool), ensuring real-time updates.
  • Conduct weekly reviews of project data with the Solution Delivery Manager.
  • Perform quarterly Program Increment (PI) planning in alignment with established processes.
