About The Position

The Leidos Health & Services Sector is seeking a full-time Senior Program Manager (SPM) to support the Department of Veterans Affairs (VA) to help transform how it collects, manages, analyzes, and utilizes health data, to transform and improve care for Veterans. The SPM serves as Leidos's senior-most representative and single point of accountability for all aspects of program performance. The SPM is responsible for the daily operation of the contract and is the primary interface with the Contracting Officer's Representative (COR) and CO and the prime contractor's leadership. The SPM must possess deep familiarity with VA's mission, Veterans Health Administration (VHA) healthcare transformation priorities, and federal contracting compliance requirements. Requirements

  • Bachelor's degree in Business Administration, Program/Project Management, Public Administration, Information Technology, or a related field. 8 additional years of specialized experience may be considered in lieu of degree.
  • Minimum 12 years of experience managing federal government programs, projects, or contracts of comparable size, scope, and complexity.
  • Demonstrated experience as a contractor representative managing complex, multi-workstream federal healthcare IT programs.
  • Direct experience with VA or federal healthcare agency contracting, including familiarity with FAR 16.5 IDIQ compliance requirements.
  • Strong financial management skills, including earned value management (EVM), or equivalent cost and schedule tracking methodology.
  • Excellent written and verbal communication skills; ability to interface directly and confidently with Senior Government Officials at the GS-15 / SES level.

Responsibilities

  • Serve as the designated contractor representative to the CO and COR the prime contractor's leadership, maintaining full authority on all contract matters relating to daily operations of program.
  • Be available and accessible between 8:30 AM and 5:00 PM Eastern Time, Monday through Friday, except Federal holidays.
  • Provide strategic direction, leadership, and executive oversight for all task order performance across Health Informatics capability areas, ensuring alignment with VA OIT, VHA Office of Health Informatics, and the Office of Connected Care (OCC) priorities.
  • Chair regular program status meetings with the COR, executive reviews, and ad hoc Government-requested meetings; ensure all meeting minutes, agendas, and action item logs are delivered on schedule.
  • Monitor contract financials, including burn rates, labor expenditures, and ceiling burn, and financial status reports.
  • Oversee staffing plans, ensure qualified personnel are onboarded in accordance with task order requirements, manage personnel substitution requests, and provide notification to the CO/COR for all key personnel changes.
  • Serve as the primary escalation point for contract discrepancy reports (CDRs), performance deficiencies, teaming partner issues, and issue resolution across the team.
  • Ensure all deliverables meet Section 508 accessibility requirements and are submitted in Microsoft Office-compatible formats as required by the PWS.
  • Maintain the team's Full Mission Capability (FMC) status, coordinating with the prime to ensure collective coverage of all required functional categories and capability areas.
  • Provide oversight of any applicable subcontractor performance, teaming agreement compliance, and partner management.
