About The Position

We are seeking a proven leader for a high-impact role within Tactical Airborne Communications (TACAIR). As the Level 5 Program Manager (Value Stream Management), you will lead the lifecycle management of international strategic partnerships and V/UHF radio Manufacture License Agreement (MLA) programs. You will hold full accountability for P&L, long-range planning, and the product lifecycle—ensuring cost, schedule, and on-time delivery. This role requires a decisive leader comfortable managing complexity across cross-functional teams. As a primary customer-facing representative, you will build the trust and alignment necessary to strengthen our global presence. Success in this role depends on proactive collaboration with Customer Excellence, Strategy, and Business Development teams to expand the TACAIR international portfolio. We are looking for a 'People Focused' leader who embodies our 'One Team' mentality.

Requirements

  • Typically requires a University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience
  • The ability to obtain and maintain a U.S. government issued Secret Security Clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
  • Must have experience in the application of the RTX Lifecycle Program Management (RLPM) / Collins Management System (CMS) or other Stage-Gate framework models

Responsibilities

  • Holding ultimate accountability for program performance and delivery. You will utilize Earned Value Management (EVM) and risk frameworks to drive high performance, meet profitability goals, and ensure customer deliverables are achieved on time and within budget
  • Leading the Program Management Team (PMT) in crucial decision-making processes, applying critical thinking to synthesize data and guide execution even when information is incomplete or ambiguous
  • Serving as the ultimate authority for the protection and strategic deployment of program Intellectual Property (IP). You are accountable for the integrity of Technical Data packages transferred under Manufacturing License Agreements (MLAs) and Technical Assistance Agreements (TAAs)
  • Ensuring the program’s IP and data rights strategy aligns with broader enterprise goals, protecting core technological advantages and long-term sustainment revenue while supporting open systems requirements
  • Leading bid and proposal efforts, crafting and executing unified win strategies. You will manage high-impact risks that could materially affect business area profitability/growth or customer satisfaction
  • Demonstrating the ability to influence customer requirements, bridge capability gaps, and drive growth through competitive product replacement strategies in international markets
  • Developing, planning, and directing discretionary and customer-funded budgets, providing key inputs to strategic investment plans that fuel future growth
  • Effectively communicating the program's vision to the PMT, ensuring a clear connection between team objectives and broader enterprise strategies
  • Interfacing with multiple business units, internal/external customers, and supporting the pursuit and capture of new business opportunities
  • Maintaining the ability to travel approximately 20% to support international partners, customers, and program milestones
