About The Position

WSB is seeking a detail-oriented and proactive Civil Engineer with a Texas PE license to support the Third-Party Manager on the Austin Transit Partnership's (ATP) Project Connect - Austin Light Rail Phase 1. This role offers a unique opportunity to contribute to one of the largest and most impactful public transit projects in Texas. You will work alongside senior leadership to support coordination with City departments, utility providers, and regulatory agencies to ensure the timely execution of third-party agreements, permits, and approvals. The Civil Engineer will assist the Third-Party Manager in tracking and managing a wide range of program-level activities, including utility coordination, permitting strategy, ordinance amendments, and power supply planning. This is a highly collaborative role requiring strong communication, organizational, and technical documentation skills.

Requirements

  • Bachelor's Degree in Civil Engineering or related field
  • Licensed P.E. in the State of Texas (Required)
  • 10+ years of civil engineering experience, preferably involving public infrastructure, utilities, or permitting
  • Familiarity with the City of Austin's permitting and utility coordination processes is strongly preferred
  • Strong technical writing and communication skills
  • Highly organized and comfortable supporting complex, multi-stakeholder projects
  • Proficient in Microsoft Office Suite; familiarity with project tracking or coordination software is a plus
  • Ability to thrive in a fast-paced and collaborative environment.

Responsibilities

  • Support the Third-Party Manager in managing and tracking third-party agreements, permits, and approvals
  • Document and follow up on meetings with internal and external stakeholders (e.g., utility companies, permitting agencies, City of Austin departments)
  • Assist with coordination and engagement with the Austin Utility Location and Coordination Committee (AULCC)
  • Help maintain up-to-date records on Utility Rules of Practice (UROP), ordinance amendments, and permitting approach recommendations
  • Provide technical input and coordination for design and construction agreements and power supply planning, including work with Austin Energy
  • Review and track implementation of working group recommendations related to permitting and utility strategy
