Requirements

  • Bachelor's degree
  • Minimum of 10 years' related experience
  • Active Top Secret clearance with SCI eligibility.
  • US citizen

Nice To Haves

  • Experience within one of the components of the Chemical and Biological Defense Program or with an interagency equivalent.
  • Strong analytical and problem-solving skills.
  • Experience with program analysis, metrics development, and performance assessment.
  • Proficiency in data analysis tools and methodologies.
  • Ability to synthesize complex information and present findings to senior leadership.

Responsibilities

  • Provide project and program analysis support for CBDP portfolios, analyzing program data from JPEO-CBD, JRO, Test and Evaluation Executive, and JSTO.
  • Support budget formulation, justification, and execution activities by building and maintaining budget justification exhibits for RDT&E and procurement programs.
  • Review financial data in multiple systems including ADVANA, JICAP, GFEBS, BI, DAI, WAWF, and CCaRS, performing financial reconciliation and resolving discrepancies.
  • Prepare briefings and reports on program status and funding for leadership decision-making, supporting Planning, Programming, Budgeting and Execution (PPBE) processes.
  • Track quarterly reports, capabilities, requirements, shortfalls, and redundancies across the CBDP portfolio.
  • Develop oversight initiatives and program review materials, supporting development of performance metrics and assessment methodologies.
  • Provide analysis for Congressional reports and inquiries, coordinating CBDP stakeholder inputs for reviews and preparing Congressional staff day materials.
