SUMMARY: Support one or more major projects within the Rule of Law Program, including design and implementation of multi-faceted initiatives related to legal issues around access to justice, democracy, and civil society, support for international field offices, budget management, drafting of proposals and donor reports, fundraising, and public relations. Liaises with both Carter Center staff and external clients, as required. May conduct applied research, manage program publications, supervise interns, and other project(s) responsibilities as assigned. The Senior Program Associate will report to the Director of the Rule of Law Program or designee. Due to the requirements of the position, Hostile Environment Awareness Training (HEAT) will be required as part of the position and must be completed before any travel commences. This position will require periodic travel within the United States, and may require periodic international travel (and re-entry to the United States) to West Africa, including Sierria Leone, and South Asia, including Bangladesh.

Requirements

Bachelor's degree in a field related to specified program areas and four years related program management experience, or equivalent combination of experience, education, and training.
Applicants must be currently authorized to work in the United States for any employer

Nice To Haves

Juris Doctor, LLM, or terminal legal degree (if non-US), or relevant law-related post-graduate degree.
Experience with nonprofit organizations and nonprofit law.
Experience advancing transparency/accountability, democratic strengthening, human rights, rule of law, gender equality, and/or good governance.
Demonstrated strong advocacy, communication, and presentation skills, both written and verbal.
Experience in building coalitions/communities of practice.
Experience contributing to successful fundraising/development operations, including technical proposals, budgets, and MEL plans
Ability to work in a fast-paced environment.
Experience with Microsoft Office (Excel, PowerPoint, Word), SharePoint, and Teams are required.
Experience living or working abroad is preferred.
Knowledge of a foreign language, especially Spanish, would be an advantage.
A positive attitude and an excellent sense of humor are essential.
This position is Atlanta-based and may involve domestic and/or international travel.

Responsibilities

Designs, implements, coordinates operational facets of a specific program and its related activities.
Manages work plans that are designed to accomplish program goals and objectives, and implements changes for improvement and efficiency.
Makes decisions on behalf of the program based on critical analyses of operational/statistical reports, financial data and budget forecasts, and outside trends and factors related to the program.
May plan, administer or monitor the program's budget, financial management, and/or grants.
Takes a leadership role on program-related committees and teams.
May develop fund raising initiatives, including researching and identifying funding sources and writing and submitting grant proposals.
Conducts program research and ensures that mandatory operational and statistical reports are fact-based and comply with regulations.
Serves as liaison with other groups and organizations participating in the program or seeking knowledge of the program, and may write and give speeches/presentations at conferences, university functions, or before various boards.
May supervise staff.
Ensures that complete and accurate program records are kept and maintained.
Performs related responsibilities as required.
