The Senior Program Analyst provides Advisory and Assistance Services (A&AS) to the Defense Threat Reduction Agency's (DTRA) Countering Weapons of Mass Destruction (CWMD) mission, specifically supporting initiatives within the newly formed Global Threat Reduction (GTR) directorate. The incumbent will serve as a Senior Program Analyst for counterproliferation efforts in Europe, leveraging a deep understanding of the continent's security landscape and an extensive network of inter-agency partners to ensure the successful implementation of Title 50 authorities. The Senior Program Analyst will be responsible for assisting the GTR directorate in the following: Project Management: Plan, execute, and oversee technical projects to ensure they are completed on time, within budget, and according to scope and quality requirements. Define project scope, objectives, and deliverables, develop project plans, schedules, and budgets, and allocate resources, such as personnel, equipment, and materials, to tasks and activities. Utilize project management methodologies, tools, and techniques to coordinate resources, manage risks, and achieve project objectives. Acquisition/Contract Administration: Conduct full acquisition lifecycle support from need identification through pre-award, award, post award, and closeout activities. Develop key acquisition documents and facilitate successful completion of acquisition milestones. Monitor/control implementing contractor/servicing agency performance, which may require domestic/international travel. Program Management: Support programmatic requirements such as Project Objective Memorandum builds, Annual Reports to Congress, Project Management Reviews, Audit and other RFI responses. Administrative Support: Manage Engagement Trackers. Develop Weekly Activity Reports, trip reports, communications plans, and meeting minutes. Coordinate and advise on weekly Division Meetings. Track and manage all assigned taskers to completion. Other Duties as Assigned: Manage ancillary or additional duties on a regular or ad-hoc basis based on evolving government and client needs.
