SPA has an immediate need for an exceptionally qualified Senior Contracting Analyst & Liaison to serve as the primary contracting and vendor management authority for critical defense initiatives within the Program Executive Office (PEO) AVIATION Office of the Chief Scientist (OCS) secure environment. This senior-level position combines sophisticated contracting analysis responsibilities with comprehensive program analyst duties, acquisition planning oversight, and serves as the central liaison between agency stakeholders and vendor management across all assigned programs. The successful candidate will function as the single point of entry for all Contract Data Requirements List (CDRL) submissions from vendors, manage all manual invoice processing, and host bi-weekly vendor coordination meetings to ensure seamless program execution. This role demands exceptional analytical capabilities, deep understanding of defense acquisition regulations, and the ability to operate effectively within highly classified environments where precision, discretion, and comprehensive contract administration expertise are paramount.

Requirements

  • Minimum of 15+ years in defense contracting with 10+ years in contract administration and vendor management, demonstrating progressive responsibility and expertise in defense acquisition processes and vendor relations
  • Candidates must possess Top Secret/SCI clearance with the ability to access and manage highly sensitive contract information and vendor data
  • Essential competencies include advanced proficiency in contract administration systems, comprehensive understanding of FAR/DFARS regulations, experience with various classification level contracting protocols, and demonstrated ability to manage complex vendor relationships while maintaining strict security compliance

Responsibilities

  • Work location: Redstone Arsenal, AL
  • The position requires mastery of contract modification drafting, contract correspondence development alongside contracting officers and contracts specialists, and comprehensive vendor performance management across multiple concurrent aviation defense programs.
  • The analyst will be responsible for developing and executing acquisition planning strategies, maintaining rigorous documentation control systems, and providing critical decision-support analysis to senior leadership while ensuring full compliance with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and various security level protocols.
  • This role operates at the nexus of contract administration, vendor relations, and program execution, requiring both technical expertise and strategic thinking to support mission-critical aviation programs that directly impact national security objectives.
  • This senior-level position encompasses comprehensive contract administration responsibilities including development and execution of acquisition planning strategies, contract modification drafting, vendor performance evaluation and management, and serving as the primary interface between government stakeholders and contractor teams.
  • The analyst will manage all CDRL submission processes, coordinate manual invoice processing and approval workflows, facilitate bi-weekly vendor meetings to address program issues and performance metrics, and draft complex contract correspondence in collaboration with contracting officers and contracts specialists.
  • Additional duties include conducting thorough vendor performance assessments, maintaining comprehensive contract documentation systems, monitoring compliance with contract terms and conditions, and providing strategic recommendations for contract actions and vendor management decisions.
