About The Position

Assist in identifying issues in procurement processes and handling procurement and purchasing activities. Coordinate and direct the solicitation and evaluation of qualifications and proposals as well as the subsequent negotiations of contract terms with selected vendors for the procurement of professional goods, services, and commodities specifically for the Bureau/Department. Review specifications and interact with other affiliated agencies and vendors. Answer questions related to procurement and address non-standard issues. Train staff on best practices and industry standards related to procurement activities. This position is Grant Funded.

Requirements

  • Graduation from an accredited college or university with a Bachelor's Degree or higher and
  • Four (4) years in developing contract solicitations, negotiating procurement contracts, or directly related experience or
  • An equivalent combination of education and/or experience is required.
  • Knowledge of contract development, processing, monitoring principles, and best practices in the procurement process.
  • Knowledge of boilerplate contract language, terms, and conditions. Ability to work with other Bureaus/Departments in expediting contracts and ability to maintain, update, and create vendor databases.
  • Skill in negotiating contract terms. Knowledge of disadvantaged, minority, and women owned business enterprise (DBE/MBE/WBE) programs, requirements, and best practices.
  • Knowledge of Illinois State Statutes and Federal laws and regulations as they apply to purchasing procedures and policies. Ability to review and analyze changes in purchasing procedures as they apply to State statute.
  • Ability to independently guide staff in area of specialization to drive business success.
  • Ability to provide in-depth insight, advice and expertise to other professionals, management, and external contacts in an assigned functional area.
  • Ability to operate as a senior team member and communicate advanced specialized knowledge to team members, leaders, and external stakeholders.
  • Knowledge of complex principles and practices for a specialized area of focus.
