ECA countries face structural and legacy issues, including an incomplete transition to a market economy and declining productivity, weak institutional capacity, dependence on fossil fuels, limited physical and digital connectivity and, in many instances, aging populations. Recent shocks (COVID-19, Russia’s invasion of Ukraine, weather shocks and natural disaster) have further exacerbated these challenges, with significant impacts on the level, inclusiveness and sustainability of growth and overall living standards. The World Bank Group is working closely with client countries in the region to address these issues, with increasing focus on productivity growth and job creation, energy security and water management, human capital and economic inclusion, and physical and digital connectivity. The region has a strong lending pipeline and a large portfolio of projects spanning a number of sectors. In addition, knowledge is critical to the Bank’s value proposition to client countries in the ECA region. https://www.worldbank.org/en/region/eca Procurement work in ECA The Procurement Team in Europe and Central Asia (ECA) Region provides crucial operational procurement support to ECA’s diverse portfolio. Policy dialogue is also important, through DPOs, TAs and collaboration with other GPs, the procurement team in ECA is helping countries to keep transforming their procurement systems. Effective, efficient, and transparent public procurement is crucial for achieving ECA’s objectives. The Senior Procurement Specialist will be working under the oversight and guidance of an Accredited Practice Manager. The duty station for this position is Washington, DC.

Requirements

  • Master’s degree with a major in a relevant discipline (e.g., Engineering, Law, Procurement, Finance, and Business or Commerce).
  • At least 8 years of relevant professional experience, including advanced technical qualifications and broad expertise in designing, managing, and delivering large-scale and complex procurement operations and analytical tasks on public sector procurement.
  • Seasoned knowledge and specialized understanding of all major facets of Bank procurement policies and practices as applied across a wide range of technical sectors and Bank lending operations, through all phases of the project cycle. In-depth knowledge of Bank operations and demonstrated intellectual leadership and ability to integrate procurement-specific knowledge with broader operational and policies research objectives, etc.
  • Recognition as a procurement expert, as evidenced through a consistent record of designing, managing, and delivering complex, large-scale procurement operations This includes the capacity to carry out assessments of procurement capacity of implementing agencies, conceptualize and design procurement arrangements for new operations (including major projects and new lending instruments such as PforRs).
  • Aptitude and exposure to procurement data analytics in supporting countries in the monitoring of public procurement performances, leading to evidence-based modernization of procurement policies and practices.
  • High levels of innovations and the ability to find solutions through multiple possible courses of action. Ability to solve problems involving multiple partners and constraints.
  • Strategic thinking and the ability to influence others through fact-based narratives.
  • High level of integrity and a sense of personal responsibility for achieving a high level of quality and timeliness in delivering the work program of the APM’s office
  • Ability to lead and interact with teams, strong interpersonal and organizational skills, team orientation, capacity to work in a cross-sectoral and/or multi-cultural environment and build effective relations with clients and colleagues.

Responsibilities

  • Provide strong technical procurement leadership across ECA.
  • Work with clients, for finding innovative solutions to complex procurement challenges.
  • Develop procurement strategies to speed up disbursement.
  • Develop procurement and operational guidance aiming to simplify ECA’s procurement arrangements.
  • Provides Q&A for OPRC and APM procurement packages.
  • Monitor and control key fiduciary responsibilities.
  • Monitor and control ECA’s procurement strategy and objectives
  • Design and deploy a business outreach strategy for maximizing vendors diversification in ECA.
  • Coordinates with INT and ECA’s RVP front office to anticipate issues that could undermine regional objectives.
  • Coordinate with OPRC to guarantee swift clearance of procurement packages.
