About The Position

The South Carolina Education Lottery is seeking a Procurement Manager to support, conduct and/or participate in complex purchasing activities, along with assisting with the administration of the organization’s P-Card program. This role will ensure compliance with the SC Consolidated Procurement Code while also advancing streamlined, customer-centered procurement practices. The ideal candidate will help modernize workflows, strengthen vendor relationships, and partner with internal teams to deliver efficient, transparent, and high-quality procurement solutions. Employment with the SC Education Lottery is at-will and is not covered by the State Employee Grievance Procedures Act.

Requirements

  • Bachelor’s degree with 5-8 years of experience in SC Government procurement. Candidate should have a solid understanding of the South Carolina Procurement Code, to include the use of the Supplier Relationship Management (SRM) and Bank of America (WORKS) Programs. (The SC Education Lottery does not participate in the SCEIS program.)
  • Must possess one of the following certifications:
  • Certified Public Procurement Officer (CPPO) designation preferred
  • Certified Professional Public Buyer (CPPB)
  • National Institute of Governmental Purchasing-Certified Purchasing Professional (NIGP-CPP)
  • Comprehension and application of knowledge of state procurement laws, regulations, policies, procedures, and controls governing public procurement and SCEL operations and business practices.
  • Ability to coordinate, manage, schedule, plan, strategize, analyze, problem solve, implement solutions, and complete projects on a timely basis.
  • Comprehensive skills in researching and preparing highly complex specifications, solicitations, and contract documents.
  • Ability to communicate effectively, orally and in writing, and convey complex and technical subjects in a clear, concise, and positive manner.
  • Ability to develop effective and cooperative working relationships with other departments, employees, suppliers, and other public agencies.
  • Exhibit integrity and a high sense of personal and professional ethics and successfully deal with all persons in a fair and equitable manner.
  • Ability to exercise discretion, judgment and initiative in making recommendations and resolving problems that are highly complex and sensitive in nature.
  • Proficiency with automated purchasing/financial systems and common office software and project management-related productivity tools.

Responsibilities

  • Lead the complete procurement lifecycle, from market research and specification development to solicitation, evaluation, negotiation, award, and contract execution ensuring transparency, compliance, in accordance with the SC Consolidated Procurement Code and best-value outcomes.
  • Monitor contract performance, timelines, renewal and expiration dates, and coordinate amendments and renewals as needed.
  • Communicate with the State Procurement Office regarding statewide contracts and agency contracting needs.
  • Serve as a strategic advisor to internal teams, helping define needs, plan solicitations, and navigate procurement options while ensuring compliance with established procurement principles and practices.
  • Promote transparency and value in every purchasing decision by documenting evaluation processes (including responsiveness and responsibility), communicating clearly with stakeholders, and ensuring fair and defensible award recommendations.
  • Maintain strong knowledge of market trends, pricing, and supplier landscapes to inform sourcing strategies and support forward-looking procurement plan
  • Serve as a resource and trainer for agency staff on procurement methods, documentation standards, negotiations, policy requirements, and system usage, including P-Card program training.
  • Streamline and modernize procurement processes, tools, and workflows to reduce administrative burden, improve clarity and speed, and support data-driven decision-making.
  • Assist with formulating agency procurement policies and monitor reconciliation processes for compliance with state procurement standards.
